Attention Gasoline
Dispensing Facility Owner/Operator:
The purpose of this Advisory is to remind you of the upcoming
requirements of the State of California Health and Safety Code and the South
Coast Air Quality Management District (SCAQMD) Rule 461 – Gasoline Transfer
and Dispensing operations that apply to a gasoline dispensing facility (GDF)
equipped with underground storage tank and with 600,000 gallons or more of
gasoline throughput per year.
Facilities in this category, as of
September 1, 2010, will be required to install In-Station Diagnostics
(ISD). This integral enhanced
vapor recovery component is designed to:

Identify system
failures automatically;
·
Notify the station
operator of these failures;
·
Reduce emissions by
early detection and prompt repair; and
·
Ultimately provide
operational savings to the GDF through timely discovery of system
malfunctioning.
You are being sent this Advisory because our records indicate that your
facility permit to operate does not include the installation of this very
important Enhanced Vapor Recovery component.
Your GDF is required to
install ISD by September 1, 2010 if your facility had gasoline throughput of
600,000 gallons or more in any 12-month period in past years.
As you prepare to comply with the State’s statute, we caution you to
be aware of the deadline in order to prevent fines or penalties; and ensure
that you hire only reputable contractors that are International Code Council
and manufacturer certified to perform the installation.

allow for additional time. If
you have not applied for a modification to your existing permit,
applications for permits should be submitted to SCAQMD, as well as other
applicable agencies, prior to the installation of the system.
