| Oscar Abarca holds an M.A. in public administration from the University of
Southern California and a B.A. in sociology. He also attended the New York State
School of Industrial and Labor Relations at Cornell University and the Graduate
School of Business Management at UCLA. In 1977 Oscar was appointed transportation planner with the Southern
California Association of Governments. Five years later, he became a financial
analyst. In 1986 he served as Manager of Local Government Affairs, coordinating
the Southern California Association of Government's government liaison
activities for transportation.
Oscar joined AQMD in 1990 as Intergovernmental Affairs Director for Local
Government. He was responsible for the AQMD's outreach and liaison with city,
county, regional and other governments in Los Angeles County. In 2000 he
was appointed as Assistant Deputy Executive Officer for the Office of Public
Affairs, and in 2006 was appointed as Deputy Executive Officer.
Oscar has served as Alternate Commissioner on the Los Angeles County
Transportation Commission. A founding member of the Hispanic Urban Planners
Association, he is also a member of the MALDEF Leadership Development and
Advocacy program, a member of the Hispanic Issues Advisory Council of the
National Conference of Christians and Jews. In addition, he is on the board of directors for community
day care, health care and counseling centers. Oscar is an active participant in
the Puente Mentor program, a youth outreach and guidance effort.
When he's not otherwise engaged, Oscar enjoys spending time with his family
-- he and his wife, Margaret, have five children and three grandchildren -- and
reading, particularly about politics.
