Barbara works closely with the AQMD's General Counsel on issues
ranging from interpreting the Clean Air Act to CEQA compliance and general
governmental law issues. She acts for the General Counsel in his absence
and manages all District Counsel staff. Her accomplishments include legal advice for AQMD’s
landmark fleet rules, leading the successful defense of paint industry challenges to
architectural coatings rules, and defeating the federal government’s claim
that its polluting sources were immune from AQMD permit fee regulation.
Before joining AQMD in 1989, as Senior Deputy District Counsel, Barbara
served as Deputy County Counsel for the County of San Diego for eight years
handling a wide variety of litigation and leading a litigation team emphasizing land use and environmental
issues. In this role she represented the San Diego Air Pollution Control
District in all enforcement and litigation matters. She also served as Deputy
City Attorney for two years handling misdemeanor jury trials.
Barbara has a number of published appellate decisions including several
regarding
air pollution law. She was a member of the Executive Committee of the State Bar
of California, Environmental Law Section, from 1989 to 1992 and taught Air
Pollution Regulations and Laws for three years in the Air Quality Management Certificate Program
at the University of California, Irvine. She has lectured regarding air
pollution law at law schools, colleges, State Bar meetings, and other
conferences. She holds two degrees from the
University of Michigan: a B.A. in urban studies, earned with high honors in
1974; and her J.D. earned with honors in 1978.
For fun Barbara enjoys needlepoint and other crafts, travel, walking, and
frequently visiting friends and relatives in San Diego.
