| A veteran of more than 35 years in the environmental field, Carol Coy is responsible
for overseeing AQMD's permitting and field compliance activities, including implementation
of the Title V operating permit program and RECLAIM.
In her 25 years with AQMD, Carol has specialized in landfill, toxics and hazardous
materials enforcement programs. Prior to her current position she served as Assistant
Deputy Executive Officer for Stationary Source Compliance (Major Sources), Assistant
Director of Enforcement and Senior Enforcement Manager for Air Toxics Control. Carol
organized the District's first emergency response team and implemented initial landfill
control regulations.
Before joining AQMD in 1981 as an inspector, Carol spent five years as a park ranger in
Visitor Protection/Resource Management with the National Park Service at Sequoia/Kings
Canyon National Parks and Santa Monica Mountains National Recreation Area. She has also
worked for three years as an industrial chemist and in plant management with Lever
Brothers Co.
Carol holds a B.S. in biological science from UCLA and has completed two years of
post-graduate work in environmental science education. She has also completed over 800
hours of certified training in hazardous material, hazardous waste and chemical emergency
management, and has taught similar courses at many local universities.
An avid photographer, bird watcher, hiker and traveler, Carol's goal is to visit every
area administered by the National Park Service. Her frequent camping companions are her
two pets: a cat and a Samoyed dog.
