ANUPOM "POM POM" GANGULI, Ph.D
Assistant Deputy Executive Officer
Public Affairs

Anupom "Pom Pom" Ganguli, Ph.D. was appointed in January 2006 to the position of Assistant Deputy Executive Officer for Public Affairs. Since May 2002 he has also been the agency's Public Advisor, a function that he continues. Pom Pom is responsible for keeping open lines of communication and coordination with the public, elected officials at all levels, the business community, as well as local residents. His office is responsible for environmental justice, outreach and education, legislations, small business assistance, and other programs.

The Public Advisor’s office provides administrative assistance, technical services, and information to both small businesses and the public. He and his staff also facilitate the business community’s and public’s participation in AQMD programs and regulatory activities.

Pom Pom worked as a research engineer in process equipment research and development for about nine years prior to joining the AQMD team in 1987 and was promoted to the Planning Manager position in 1990.  He developed key rules, regulations, and policies until 1999, and also managed compliance activities for the refinery team.  He was a principal architect of the landmark RECLAIM cap and trade program – the world’s first wide-scale emissions trading regulatory program.  From 1999 to 2002, Pom Pom served as the manager responsible for technology demonstration programs in the Technology Advancement Office.

His multifaceted experiences in rulemaking, policy development, planning, engineering and compliance, technology advancement, community and business outreach, and environmental justice areas have given him a well-rounded and comprehensive overview of both district functions and the region’s need to bring healthful air to the residents of Southern California.

He holds a Ph.D. in chemical engineering from Northwestern University (Illinois, 1979), a master’s degree from the University of Windsor (Canada, 1976), and a bachelor’s degree from the Indian Institute of Technology (India, 1975). He is also a recent graduate of the Southern California Leadership Program.

Pom Pom lives in Arcadia with his wife and two daughters. He enjoys traveling and reading philosophical and spiritual material in his spare time.
