J. CHRISTOPHER MARLIA
Assistant Deputy Executive Officer
Information Management

As the Assistant Deputy Executive Officer of Information Management, Chris Marlia is responsible for implementing strategic information technologies to automate and/or streamline enterprise-wide activities. He has primary responsibility for planning and directing the activities of the professional information technology staff who respond to client service requests and provide both computing infrastructure and software application solutions that are practical, focused, cost-effective, and in the best interests of the AQMD and its service customers.

Chris joined AQMD in 1983 as an air quality specialist. Promoted to program supervisor for the point source modeling unit in the Planning division, he directed modeling analyses in support of permitting activities, rule development and CEQA projects and supervised some regional modeling projects for the 1988 and 1991 Air Quality Management Plans. As program supervisor in the technology implementation section, formed to introduce state-of-the-art automation to AQMD business systems, Chris led efforts to re-engineer emission reporting and fee payment processes, utilizing the latest scanning, OCR, and data management technologies, resulting in streamlined processes to free engineering staff for other important duties. He was promoted to information technology manager, overseeing the migration of mission-critical data and software programs from legacy systems to a more open client/server relational database system. And, as a planning manager, Chris oversaw activities in market-incentive rule development, annual emissions reporting, emission inventory development, and control measure tracking of the AQMP.

Prior to joining the AQMD, Chris worked as a senior air quality scientist with a consulting firm that assisted companies in complying with federal New Source Review (NSR), Prevention of Significant Deterioration (PSD), and the National Environmental Policy Act (NEPA) regulations, as well as other state and local air quality permitting programs.

Chris grew up in Oregon, earning M. S. and B. S. degrees in Atmospheric Sciences and a B. S. in Mathematics at Oregon State University.

Away from work, Chris enjoys time spent with his family, especially assisting his three daughters in their competitive sports activities and supporting them in their many successful school science projects.
