| As the Assistant Deputy Executive Officer of Administrative and Human
Resources Eudora Tharp is responsible for business support operations—including
facility maintenance and planning, fleet operations, print shop, mail services,
and security, cafeteria, and child care center contracts—as well as the full
range of human resources services—including employee and labor relations,
benefits, recruitment and selection, classification and pay, and workers’
compensation and safety. Eudora also acts as officer for the Building
Corporation, the nonprofit corporation established to finance construction of
AQMD’s Diamond Bar headquarters, now the Government Center.
Since joining the District in 1988, Eudora has also served as a human
resources analyst and as the manager in charge of recruitment and selection,
classification and pay, and labor relations functions.
Eudora has a B.A. in chemistry and biology from Oberlin
College, an M.A. in West European Studies from Indiana University, and an M.B.A.
from the University of California, Riverside. In addition to human resources
experience with San Bernardino County, her experience before joining AQMD
includes laboratory research, college teaching, and editorial work.
