The Governing Board
appointed Kurt as District Counsel in November 2004. Kurt has served in a
variety of legal positions at the AQMD, starting as a Deputy Prosecutor in
the Chief Prosecutor’s Office in 1989. Before joining the AQMD, Kurt worked
in the Los Angeles office of the law firm of Pettit & Martin.
Kurt has a bachelor’s
degree in philosophy from Tulane University and a law degree from the
University of Arizona. He has served on the Environmental Law Committee of
the Los Angeles Bar Association. He taught for a number of years as an
adjunct professor at Western University College of Law and in the
environmental compliance program at California State University Fullerton.
Kurt serves as a director
of the Ocean Laguna Foundation, which is devoted to protecting the
near-shore environment off the coast of Laguna Beach. Kurt also enjoys
spending his time away from the AQMD with his wife and two daughters.
