William B. Wong has over twenty years of experience practicing air quality law.
Mr. Wong graduated from Princeton University with a Bachelor of Science in
Engineering degree in Aerospace and Mechanical Sciences, and was elected to
Sigma Xi for his thesis work in fluid mechanics. He holds a Juris Doctor degree
from the UCLA School of Law, where he was Associate Editor of the Law Review.
Between graduating from Princeton and UCLA, Mr. Wong worked as an aerospace
engineer and performed community service work as a VISTA volunteer. Mr. Wong
currently serves as SCAQMD’s Principal Deputy District Counsel in the District’s
Prosecutor’s Office.
Shortly after joining SCAQMD’s legal office in 1988 to do
prosecutorial work, Mr. Wong helped lead the agency's legal efforts to develop
additional pollution controls and environmental studies for a hazardous waste
incinerator project that triggered substantial environmental justice concerns.
He also established the legal office’s first legal extern program, which
continues today. He later joined the District Counsel office, and became part
of its litigation team. He helped establish in case law the SCAQMD’s authority
to adopt rules addressing the accidental release of highly toxic materials. He
also helped pioneer a new legal strategy that led to the successful defense of
strengthened architectural coatings rules. Mr. Wong also helped established
precedential case law defining the regional role in performing socioeconomic
assessments and technological feasibility analyses. Mr. Wong has also helped in
the successful defense of rules reducing pollution from barbecue lighter fluid,
aerosol paints, and refineries as well as RECLAIM, the District’s innovative
market incentive program.
Mr. Wong is a member of the CAPCOA Attorneys Committee, and
has served as its vice-chair and chair from 1999-2001. He also was a regular
contributing writer to the State Bar’s Environmental Law Section Update
newsletter.
In his spare time, Mr. Wong enjoys taking his wife and two
young children on outdoor activities to enjoy both the region’s natural beauty
and the pride of many people's efforts– cleaner air.
