Requirements for Responding to In-Station Diagnostics (ISD) System Alarms

The California Air Resources Board (ARB) has adopted Enhanced Vapor Recovery (EVR) regulations which require certain gasoline dispensing facilities (GDFs) to install In-Station Diagnostic (ISD) systems to monitor vapor recovery system performance. ISD systems are designed to generate alarms to alert GDF operators of equipment problems. Permits to operate GDFs issued by the South Coast Air Quality Management District (AQMD) include conditions specifying steps to be taken by the operators in cases where ISD alarms occur. The ARB issued a Special Advisory 405-A on November 8, 2010 to make changes to the manner ISD alarms are to be responded to. The approach specified in the Advisory 405-A was agreed to by the California Air Pollution Control Officer Association (CAPCOA). As a member of the CAPCOA, AQMD is implementing the approach specified under Advisory 405-A.

ARB is conducting training sessions to provide further details on the implementation of the Advisory.  Two sessions are scheduled at the AQMD Headquarters in Diamond Bar. No registration is required to attend either of the sessions.
