Execute Contract for Media Relations Services
On
January 6, 2006, the Board approved release of an RFP for Media
Relations/Public Relations Services. This action is to execute a
one-year contract with XXXXX in an amount not to exceed XXXXX, with an
option to renew for an additional year.

Execute Contracts to Review Emissions Inventories and
Health Risk Assessments Developed for Rule 3503 – Emissions Inventory
and Health Risk Assessment for Railyards
On
December 2, 2005, the Board approved release of an RFP to secure
assistance with reviewing emission inventories and health risk
assessments submitted by railyards per the requirements of Rule 3503.
Eleven proposals were received. Staff is requesting five qualified
bidders be awarded time and materials contracts for a total amount not
to exceed $300,000 for fiscal year 2006-07 with funds being reimbursed
by fees paid by the railyards.

Execute Purchase Order for
Flame Ionization Detector Capable of Measuring VOCs in Source Stack
Gases
Volatile organic compounds (VOCs) are
emitted from a variety of sources and have traditionally been measured
using stack sampling methods followed by laboratory measurement
techniques. Recent concerns regarding the level of VOCs being emitted
from various sources on a continuous basis have been expressed. Staff
has evaluated three newly developed technologies believed capable of
measuring VOCs in real time in source stacks. This action is to execute
a purchase order in an amount not to exceed $26,000 with VIG Industries
Inc. for the purchase of a field portable flame ionization detector.
Sufficient funds are available for this purchase.

Authorize Purchase of CNG Vehicles for AQMD Fleet
To
reduce the number of high-mileage, high-maintenance-cost vehicles in
AQMD's fleet and to promote the use of CNG vehicles, this action is to
purchase 16 dedicated-CNG Honda Civic GX sedans and four dedicated-CNG
Ford E350 8-passenger vans. The cost of this purchase would not exceed
$511,000, and funds are available in the FY 2005-06 Budget.

Execute Contract to Purchase Maintenance and Support Services for
Mini Computer Hardware/Software
On January 6, 2006, the Board approved release of an RFQ to select a
vendor capable of providing the most cost-effective hardware/software
maintenance and support services for mini computers. This action is to
obtain approval for the purchase of mini computer hardware/software
maintenance and support services from Hewlett Packard Company for one
year. |

Recommended Appointments/Reappointments to Local Government & Small
Business Assistance Advisory Group Membership (written report)
The terms of five members of the Local Government & Small Business
Assistance Advisory Group have expired In addition, four members have
resigned due to time constraints. There are nine vacancies in LGSBA,
out of a total of 20 members. Recommendations have been solicited and
received from several Board Members. Staff recommends approval of the
attached nominees (resumes attached).
