Synopsis of History:

The AQMD Governing Board established an Ethnic Community Advisory Council on September 7, 1990 to serve as an advisory body to the Governing Board with specialized expertise on the impact of air quality issues on the ethnic communities in the South Coast Air Basin.

Advisory Group Mission:

The Ethnic Community Advisory Group (ECAG) reports to the Governing Board through the Administrative Committee and has the following duties:

1. Review proposed Air Quality Management Plans and specific rules to identify their potential influence on job creation/loss in ethnic communities throughout the four-county area regulated by the AQMD.
2. Assist in the evaluation of methodologies to analyze ethnic community impacts of AQMD rules and programs.
3. Assist the AQMD in identifying opportunities and evaluating strategies for providing compliance assistance to ethnic businesses.
4. Assist the AQMD in evaluating existing ethnic community outreach efforts and in identifying opportunities and strategies for increasing ethnic community participation in air quality management.
5. Assist the AQMD in increasing ethnic community participation in AQMD contracting and procurement programs.

Membership:

ECAG is comprised of representatives from the African American, Latino, Asian Pacific Islander and Native American communities within the AQMD’s four-county jurisdiction. Currently there are vacancies within all four categories. Members serve two-year terms and are appointed by AQMD’s Governing Board.
