Amend Contract for Legislative Representation in
Washington, D.C. [Attachment 1] The current
contract with Bartlett, Bendall & Kadesh, LLC (BBK) for legislative
representation in Washington, D.C., expires on January 14, 2008. Mark
Kadesh, the principal servicing the BBK contract, has provided
exceptional service to AQMD this year, but has formed his own firm,
Kadesh & Associates, LLC, effective 2008. This action calls for the
extension of the contract for legislative consulting services in
Washington, D.C., with Kadesh & Associates, LLC, only, for Calendar Year
2008 for $215,000. (This item will also be reviewed at the December 14,
2007 Administrative Committee meeting.) |

Update on Federal & State Legislative Issues

Guiding Principles for AQMD Positions on Legislation
Relating to Global Warming
[Attachment 2]Climate change will be a significant topic of
federal and state legislation this year. Due to scheduling
considerations, it sometimes is desirable for staff to provide comments
on proposed legislation when there is not enough time to obtain a Board
or Legislative Committee position on specific bill provisions. Staff
requests Committee approval, and subsequent Board approval of the
attached Guiding Principles for staff use in providing initial comments.
The principles assure any such legislation is consistent with SCAQMD
Board policies/activities and California’s efforts. |

Any member of this body, or its staff, on his or her own initiative or in
response to questions posed by the public, may ask a question for
clarification, may make a brief announcement or report on his or her own
activities, provide a reference to staff regarding factual information,
request staff to report back at a subsequent meeting concerning any matter,
or may take action to direct staff to place a matter of business on a future
agenda. (Govt Code Section 54954.2)
Public Comment Period
Members of the public may address this body concerning any agenda item
before or during consideration of that item (Govt. Code Section 54954.3(a)).
All agendas for regular meetings are posted at District Headquarters, 21865
Copley Drive, Diamond Bar, California, at least 72 hours in advance of a
regular meeting. At the end of the regular meeting agenda, an opportunity is
also provided for the public to speak on any subject within Legislative
Committee's
authority. Speakers may be limited to three (3) minutes each.
Americans with Disabilities Act
The agenda and documents in the agenda packet will be made available, upon
request, in appropriate alternative formats to assist persons with a
disability (Gov’t Code Section 54954.2(a)). Disability-related
accommodations will also be made available to allow participation in the
Legislative Committee meeting. Any accommodations must be requested as
soon as practicable. Requests will be accommodated to the extent feasible.
