Status Update of Permit Streamlining Efforts
On June 9, 2006, the AQMD Governing Board approved and adopted, as part of the AQMD’s FY 2006-07 Budget, a two million dollars fund specifically designated for Permit Streamlining.  AQMD staff has consulted with the Permit Streamlining Task Force Subcommittee (PSTFS) and based on the input from PSTFS and other industry representatives, AQMD staff has prepared a proposal for the expenditure of this designated fund.  This item is on the agenda for the November 3, 2006 Board meeting for Board consideration and approval.  An overview of the recommendations will be presented..

Status Update of New Power Plants Proposed in Southern California
The California Energy Commission (CEC) has projected potential electrical generation and supply shortfalls in Southern California for the upcoming years.  In response to CEC and other state energy expert projections, a number of applications have been filed for construction and operation of new power plants in Southern California.  In addition, the AQMD Board has adopted amendments to Rule 1309.1 in September 2006 to allow power plants to purchase credits from AQMD’s offset bank.  An overview and status of these proposed new power plant projects will be presented.

5 Presentation on Community Notification Procedures for Flare Events
On November 4, 2005, Rule 1118 was amended to continue allowing flares to operate as safety devices while minimizing emissions releases from flaring events.  Board Resolution No. 2005-32 formalized the ongoing commitment of staff, working with industry, local communities, and local government agencies, to recommend strategies for implementing community notification requirements set forth in the amended rule. An overview of these proposed strategies will be presented.
