Issue RFP for Rule 2202 Air Quality Investment Program and Issue Program
Announcements for Low Emission Leaf Blower Vendors
One of the
compliance strategies under Rule 2202 allows employers to invest in the
AQIP. Monies received are placed in a restricted account to fund
programs that result in equivalent emission reductions that would
otherwise have been achieved by the participating employers. This
action is to release a new RFP to solicit proposals to achieve emission
reduction targets. To follow up on the successful Leaf Blower Exchange
Programs, staff proposes to offer similar incentive in the summer of
2008 to generate cost-effective emission reductions. This action is to
issue a program announcement to solicit competitive bids from
manufacturers of low-emission leaf blowers in sufficient quantities and
at the lowest possible price.

Southern California Association of Governments 2008 Regional
Transportation Plan (RTP)
SCAG staff will provide
an overview of the Draft 2008 Regional Transportation Plan (RTP)
released on December 6, 2007. The 2008 RTP is a culmination of a
four-year effort focusing on providing a long-term transportation
investment framework for addressing the region’s various challenges,
while relating the travel choices we make with environmental
consequences through the year 2035.

Report on State Surplus Off-Road Opt-in for NOx
Program and Proposed Rule 2449 – Control of Oxides of Nitrogen from
Off-Road Diesel Vehicles
Staff will provide an update on Proposed Rule 2449 discussions,
such as proposed administrative funding guidelines and key issues raised
by stakeholders.

The Rule 2202 Summary Status Report summarizes Rule 2202 activities
for the period January 1, 2007 to December 31, 2007. The report breaks
down the plan submittal activities by option type and lists Air Quality
Investment Program funds collected by county.

Any member of the committee, on his or her own initiative or in
response to questions posed by the public, may ask a question for
clarification, may make a brief announcement or report on his or her own
activities, provide a reference to the Executive Officer regarding factual information,
request the Executive Officer to report back at a subsequent meeting concerning any matter,
or may take action to direct the Executive Officer to place a matter of business on a future
agenda. (Govt. Code Section 54954.2)
Public Comment
Members of the public may address the Mobile Source Committee concerning any agenda item
before or during consideration of that item (Govt. Code Section 54954.3(a)).
All agendas for regular meetings are posted at District Headquarters, 21865
Copley Drive, Diamond Bar, California, at least 72 hours in advance of a
regular meeting. At the end of the regular meeting agenda, an opportunity is
also provided for the public to speak on any subject within the Mobile Source
Committee's
authority. Speakers may be limited to three (3) minutes each.

The agenda and documents in the agenda packet will be made available, upon
request, in appropriate alternative formats to assist persons with a
disability (Gov’t Code Section 54954.2(a)). Disability-related
accommodations will also be made available to allow participation in the
Mobile Source Committee meeting. Any accommodations must be requested as
