Execute Contract for
CEQA Analysis for Expansion and Modernization of Union Pacific
Intermodal Container Transfer Facility
The AQMD has entered into a Memorandum of Agreement with the Intermodal
Container Transfer Facility (ICTF) Joint Powers Authority (JPA) to
prepare the CEQA documents for the proposed expansion and modernization
of the Union Pacific Railroad ICTF railyard in the cities of Los Angeles
and Carson. The scope and schedule for preparation of the CEQA
documents for the proposed project requires the AQMD to obtain the
services of a consultant with experience in evaluating potential
alternatives to the proposed project. This action is to authorize the
Executive Officer to execute a contract for these services with Parsons,
for $150,000, with a potential adjustment of up to $100,000, if
necessary to meet the final scope of the environmental analysis. Total
funding for this contract will not exceed $250,000, to be paid by the
AQMD and reimbursed by ICTF JPA. The ICTF JPA has earmarked a total of
$2.5 million for preparation of the CEQA documents. The Board
previously authorized up to $750,000 of this money for the ICTF project
in July 2008.

Request to Withdraw Portions of 2003 AQMP to Facilitate U.S. EPA’s
Action on 1-Hour Ozone SIP
AQMD was informed by the U.S. EPA Region IX that certain actions
related to the 2003 AQMP are needed in order to facilitate their action
on the 2003 AQMP submitted to them for SIP approval in 2003. The
actions include withdrawing the NO2 Maintenance Plan and CO
attainment demonstration, including the transportation budgets contained
therein, from the 2003 AQMP. These two transportation budgets were
superseded by the 2007 Plan and the Basin continues to meet the federal
air quality standards for CO and NO2.

Congestion Pricing and "HOT" Lanes as a Strategy for Reduction of
Mobile Source Emissions and Mobility Enhancement
High occupancy
toll lanes and highway congestion pricing are mobility and financing
approaches gaining favor with our region's state and local
transportation agencies, and are the subject of an upcoming major SCAG
study. These approaches may positively contribute to air quality
improvements and may be recommended for inclusion in the next federal
surface transportation reauthorization bill. |

2008
Olympics Air Quality Profile
This presentation
will profile the efforts of the Chinese Government to reduce ambient air
pollution levels during the 2008 Olympic Games held this summer in
Beijing. A brief look at the control program implemented, measurements
of particulate air quality, the applicability of the Chinese approach to
the Basin’s problem and the partnership between the two cites will be
provided. |

The Impact of Long Range Transport From Asia
Increasing
transport of pollution from Asia across the Pacific Ocean has the
potential to both impact local air quality episodically and raise
background concentrations of key pollutants and precursors. The
presentation will briefly examine
the
transport mechanism, projected impacts to background concentrations and
discuss local monitoring that will better define the issue.
