Appropriate Funds from Undesignated Fund Balance to the Planning, Rule Development and Area Sources FY 2009-10, Professional and Special Services Account Budget for Contracts for CEQA Analysis for Proposed Expansion and Modernization of Union Pacific’s Intermodal Container Transfer Facility
SCAQMD staff will provide a status update of the development of the Draft EIR for the ICTF project.  SCAQMD staff is requesting an additional $500,000 to complete the analysis, which will be reimbursed.

Establish List of Pre-qualified Consultants for Assistance Preparing California Environmental Quality Act (CEQA) Documents and Other CEQA-related Technical Analyses
In June 2009, the Governing Board approved an RFP to pre-qualify expert services for assistance in preparing CEQA documents.  The SCAQMD has reviewed proposals and is seeking approval to create a list of prequalified consultants.

Amend Rule 1193 –Clean On-Road Residential and Commercial Collection Vehicles.
Staff will provide an overview of proposed amendments to Rule 1193 clarifying the requirements of private fleets as they operate under contracts with public entities.

Update on California Hydrogen Highway Network Program
The California Hydrogen Highway Network was initiated by Governor Schwarzenegger in April 2004 to support the transition to a clean hydrogen transportation economy in California. Staff will provide an update on the status of these efforts and the AQMD’s role in supporting the network in the South Coast region.

Public Comment Period
Members of the public may address this body concerning any agenda item before or during consideration of that item (Govt. Code Section 54954.3(a)). All agendas for regular meetings are posted at District Headquarters, 21865 Copley Drive, Diamond Bar, California, at least 72 hours in advance of a regular meeting. At the end of the regular meeting agenda, an opportunity is also provided for the public to speak on any subject within the Mobile Source Committee's authority. Speakers may be limited to three (3) minutes each.

Document Availability:
All documents (i) constituting non-exempt public records, (ii) relating to an item on an agenda for a regular meeting, and (iii) having been distributed to at least a majority of the Committee after the agenda is posted, are available prior to the meeting for public review at the South Coast Air Quality Management District, Public Information Center, 21865 Copley Drive, Diamond Bar, CA 91765.
