Proposed
Endorsement of Freight Transportation Improvement Principles
Freight transportation is expected to be a significant topic of federal
and state legislation in 2011 and beyond. SCAQMD has been asked to join
other organizations in endorsing the following principles which are
expected to be used for the development of future transportation policy
related to goods movement, which is a major source of air pollution in
this region. Staff requests Committee approval of the attached
principles, which are consistent with existing Board policies.

Status Report on CARB's
Railyard-Specific Commitment Language
Staff will provide an update on CARB's
draft commitment language for the railroads to further reduce emissions
from the four railyards with the highest levels of estimated health risk
in the South Coast Air Basin.

Reasonable
Further Progress Requirements for the 1997 8-Hour Ozone National Ambient
Air Quality Standard
EPA is proposing to revise its earlier interpretation of its rule
regarding requirements for Reasonable Further Progress (RFP) that
allowed certain emissions reductions from outside the nonattainment area
to be credited toward meeting the RFP requirements for the 1997 8-hour
ozone national ambient air quality standards. Specifically, the EPA is
proposing that States (the District) may not take credit for emission
reductions from outside the nonattainment area to meet the area's RFP
obligations. Staff will discuss the impacts to the Coachella Valley
ozone RFP demonstration from the proposed EPA revision.

(iii) having been distributed to at least a majority of the Committee after
