Execute Contracts for Rule 2202 AQIP and 2006 Lawnmower Exchange Program
This action is to (1) fund four AQIP projects in an amount not to exceed $1,097,606; and (2) to award a contract to Neuton, Inc. to conduct the Lawnmower Exchange Program in an amount not to exceed $740,000 to exchange up to 4,000 gasoline powered lawnmowers with cordless electric lawnmowers; and (3) to allocate $116,000 from the AQIP Fund to administer the Lawnmower Exchange Program. (Attachment 1)

Assessment of Sources Contributing to PM10 at the Rubidoux Monitoring Station
The South Coast Air Basin is required to achieve the federal PM10 standard by 2006.  Only the Rubidoux monitoring station fails to meet the federal standard.  Staff will report the findings of a field study on PM10 sources near the Rubidoux monitoring station and make recommendations for a local control program.

Alternative Actions to Heighten AB2766 Fund Disbursements for Project Selection Processes to the Attention of City Council and Board of Supervisors
As a follow-up to discussions at the September 2005 Mobile Source Committee meetings, staff has prepared a draft letter to be forwarded to local government Council and Board Chairpersons that request their proactive involvement in the selection of projects that reduce emissions from mobile sources.  (Attachment 2)
