Recommendation to Execute Contracts for Rule 2202 AQIP and Allocate Funds to Assist in Purchase of Natural Gas Fueled Vehicles for Taxicab Services
This action is to fund three AQIP project proposals in
an amount not to exceed $787,131 and to allocate
$547,400 from the Rule 22000000002 AQIP funds to assist
in the purchase of natural gas vehicles for taxicab
services.  It is further recommended that $1,000,000
from the Clean Fuels Fund be allocated to assist in
the purchase of additional natural gas vehicles for
taxicab services, for a total of $1,547,400.

Report on In-Use Emission Testing of Heavy Duty
Trucks

In July 2005, a project involving emissions testing of in-use heavy duty trucks was completed.  The sponsors of this project included AQMD and CARB.  The test results indicate that there are no significant NOx reductions over the years from 1986 to 2002.  This finding significantly impacts the District’s Fleet Modernization program.  Additional emissions testing on newer model year engines are required to successfully implement the Fleet Modernization program.  The emissions impact on the upcoming AQMP revision will be assessed and reflected in the AQMP emissions inventory.

Status Report on CO Redesignation
In April 2005, the Governing Board adopted the Carbon Monoxide (CO) Maintenance Plan and the request to EPA to redesignate the
South Coast Air Basin as attainment for CO.  Staff immediately forwarded the request and plan to CARB and after review and discussions with US EPA, CARB submitted the package to Region IX in February 2006.  The status of the redesignation request and a brief discussion of CARB’s response to EPA’s questions on the efficacy of California’s IM program to meet federal criteria will be presented.

Set Public Hearing May 5, 2006 to Amend Rule 1195 – Clean On-Road School Buses
Proposed amendments to Rule 1195 will extend the sunset date to allow the purchase of diesel-powered school buses based on the unavailability of alternative-fuel refueling stations within five miles of the school bus fleet and the unavailability of funds in the amount of $8,000 per school bus that would be used to fund the construction of an alternative-fuel refueling station.  The proposed amendments are in response to near-term school bus vehicle acquisitions that are located in service areas where alternative-fuel refueling stations do not yet exist.

Set Public Hearing May 5, 2006 to Amend Rules 1186.1 – Less-Polluting Sweepers and 1196 – Clean On-Road Heavy-Duty Fleet Vehicles
Proposed amendments to Rules 1186.1 and 1196 will extend sunset dates to allow acquisition of non-rule compliant vehicles where an approved Technical Infeasibility Certification has been issued based on unavailability of an alternative-fuel refueling station within five miles of vehicle storage or maintenance yards.  The proposed amendments are in response to near term public fleet heavy-duty vehicle acquisitions that are located in service areas where alternative fuel refueling stations do not yet exist.  The proposed amendment for Rule 1186.1 would also allow approved Technical Infeasibility Certifications to be issued where alternative-fuel sweeper models do not exist for specific applications.

AQMS Pilot Test Program
At the June 24, 2005 Mobile Source Committee meeting, staff proposed the implementation of a pilot test program by AQMS-Automotive, LLC for a six month period that would allow the storage of vehicles prior to a specified vehicle buyback date.  The pilot program was approved by the committee and authorization to conduct the test program was subsequently given by District Counsel on October 12, 2005.  Staff is presenting their findings following a six month trial period and staff recommends a continuation of the program on a permanent basis.
