Status of
CARB Issues Associated With SCAQMD Proposed Light & Medium Duty Vehicle
Remote Sensing, Repair, and Scrapping Program
CARB staff has recently raised several issues associated with the
AQMD’s Proposed Pilot Program for Light & Medium Duty vehicles. The
first issue concerns the costs of database development, vehicle
solicitation/outreach, and remote sensing of vehicle emissions. CARB
staff believes that these are administrative cost and should fall within
the 5% administrative cap limit for Carl Moyer programs. The SCAQMD
staff believes that such costs are programmatic costs and such a program
cannot be implemented without such components. The second issue is that
CARB staff believes that the SCAQMD is responsible for buying down the
cost of the pilot program to meet a $14,300 per ton cost-effectiveness
threshold if such a threshold is not achieved at the conclusion of the
pilot study. While SCAQMD staff feels confident that such a threshold
can be achieved, it does not believe that the AQMD should be accountable
to ensure that the cost effectiveness threshold is achieved for a pilot
study. |

Informational Briefing and Technical Meeting on Plug-in Hybrid Electric
Vehicles
The AQMD recently hosted two related events on plug-in hybrid
electric vehicles on June 22 and July 12. The June 22 meeting was held
with Plug-in Partners National Campaign, and the July 12 meeting was the
second in the Forum and Technical Roundtable series. Staff will provide
an update on both meetings. |
