Proposed Amended Rule 1151 – Motor Vehicle and
[10 mins.] Mobile Equipment Non-Assembly Line Coating Operations
Staff proposes to partially implement AQMP Control Measure CTS-10 by
further reducing VOC emissions from auto refinishing using the recently
adopted CARB SCM as a guideline. Staff will request the Board to set a
December public hearing. Partial exemption of TBAC as VOC will also be
discussed.

Proposed Rule 1316 – Requirements for Federal
[10 mins.] Major Modifications
Staff recommends the Board to adopt this proposal at a December
hearing to implement mandatory federal NSR regulatory reform
requirements while continuing to meet state law NSR requirement.

Proposed Amendments to Reg. IX – New Source
[5 mins.] Performance Standards and Reg. X – National Emission
Standards for Hazardous Pollutants
Staff is recommending amendment of these regulations to adopt by
reference the U.S. EPA amendments to NSPS and NESHAPS that have occurred
in the last year. Staff is recommending a December public hearing.

Status Report on Proposed Rule 410 – Odors from
[15 mins.]
Transfer Stations and Material Recovery Facilities
At the September Stationary Source Committee meeting, the Committee
asked staff to provide a report on the jurisdictional responsibilities
between the SCAQMD and the California Integrated Waste Management Board
regarding odors from transfer stations and material recovery
facilities. In addition to this report, the AQMD staff will provide a
status update of discussions with stakeholders regarding
alternative approaches for Proposed Rule 410.

Update on Settlement Agreement on Rule 1157 – PM10
Emission Reductions from Aggregate and Related Operations
Staff continues to meet with industry representatives and will
provide a brief update for the committee regarding post-settlement
activities.

Rule 1122 - Solvent Degreasers, Technology Assessment
Rule 1122, Solvent Cleaning Operations, sets a low VOC limit for open
top vapor degreasers to take effect on July 1, 2006. The rule also
exempts certain precision cleaning operations. Staff has completed a
Board-directed technology assessment of the 2006 limit and the
appropriateness of continuing the exemption and will present the results
and recommends to the Committee.
