Update on Proposed Rule 410 - Odor Abatement for
Solid Waste Transfer Stations and Processing Facilities (10 mins.)
Staff will present the status of Proposed Rule 410 and highlight key
issues raised by the California Integrated Waste Management Board (CIWMB)
and other stakeholders. The CIWMB has requested a delay to work
with SCAQMD staff on the proposed rule. Proposed Rule 410 is
scheduled to be adopted at the September 7, 2006 Governing Board
Meeting. |

Proposed Amended Rule 1470 - Requirements for Station
Diesel-Fueled Internal Combustion and Other Compression Ignition Engines (5 mins.)
Staff will present proposed amendments to Rule 1470.
Proposed amendments are to address changes that were made to the CARB's
Air Toxics Control Measure (ATCM) regulating Diesel Internal Combustion
Engines. Proposed Amended Rule 1470 has been scheduled to be
adopted at the October 6, 2006 Governing Board Meeting. |

Update on Rule 1302 - Definitions and Rule 1309.1 -
Priority Reserve (10 mins.)
Proposed Amended Rules 1302 - Definitions and 1309.1 - Priority
Reserve define and detail the type of facilities and qualification
requirements to utilize credits from the AQMD's priority reserve
account. Staff is proposing amendments that define biosolids
projects and provide access to the priority reserve for certain
electrical generating facilities and specific energy projects of
regional significance. |

Update on Proposed Amended Rule 1171 - Solvent
Cleaning Operations (10 mins)
At the July 14, 2006 Governing Board meeting, the Board directed
staff to re-evaluate industry's request to delay implementation of the
100 g/l VOC limit for clean up solvents used in lithographic printing on
newsprint particularly as it pertains to the clean up of pipe rollers.
Furthermore, the Board directed staff to resolve issues related to the
definition of newsprint. Staff's findings and recommendations will
be presented at the September 2006 Board meeting. |

Proposed Rule 1315 - New Source Review Tracking
System (10 mins.)
The New Source Review Tracking System was developed to formalize
AQMD's accounting methodology for tracking credits to and debits from
AQMD's federal NSR offset accounts and to demonstrate programmatic
equivalency between AQMD's NSR program and federal NSR requirements. |
