1 Update on AQMP (5 mins.)

2 Rule 1309.1 - Priority Reserve (20 mins.)
A proposed amendment has been developed to implement the Board directive to propose additional requirements or limitations for electrical generating facilities to access the Priority Reserve that are proposed to be located in heavily polluted areas.  Staff will brief the Committee on the proposal and the comments received from the three public meetings and numerous meetings with industry and community groups.  Staff is proposing a March 2, 2007 public hearing.

3 Rule 445 - PM Emissions from Wood-Burning Fireplaces and Wood Stoves (10 mins.)
Staff will summarize efforts relative to the development of Proposed Rule 445 - Wood Burning Appliances.  The rule applies to the sale, installation and use of fireplaces and wood stoves in commercial facilities and residences.

4 Severe 17 to Extreme "Bump-up" - Implications for Stationary Sources (15 mins.)
This item will summarize the legal and practical effects of the District requesting a voluntary "bump-up" to extreme ozone nonattainment status for the South Coast Air Basin.  EPA is required to grant such a request.  Staff is considering making such a request as part of the 2007 AQMP submittal, in order to take advantage of the "black box" provisions of Section 182(e)(5) of the Clean Air Act.  The Board will be required to decide whether to make such a request.

5 RECLAIM Shave Exemption Issues "TXI-Riverside Cement and Cal Portland Cement" (Item Requested by Mayor Yates) (15 mins.)
Pursuant to Rule 2002(f)(1)(A) all RECLAIM companies had their allocations "shaved" in March, 2005.  The rule allows such companies to apply for and obtain an exemption from the "shave" if they meet certain criteria set forth in the Rule.  Two cement companies, Riverside TXI (Crestmore Plant) and Cal Portland Cement, have applied for such exemptions and are awaiting decisions from the District.  The purpose of this agenda item is to brief the Committee on the status of their applications.

6 NSR Annual Status Update/Equivalency Determination (10 mins.)
This report is prepared pursuant to Rule 1315 and provides a status update and preliminary demonstration of equivalency with federal new source review offset requirements for August 2004 through December 2005.  This preliminary demonstration is based on actual debits form AQMD's federal offset accounts and projected credits to those accounts for the 2004-2005 reporting period.  A final demonstration for this reporting period based on actual debits and actual credits will be presented to the Governing Board in September 2007.

At the end of the regular meeting agenda, an opportunity is also provided for the public to speak on any subject within the Stationary Source Committee's authority. Speakers may be limited to three (3) minutes each.
