Rule 445 - PM Emissions from
Wood-Burning Fireplaces and Wood Stoves (10 mins.)
Staff will summarize efforts relative to the development of Proposed
Rule 445 - Wood Burning Appliances. The rule applies to the sale,
installation and use of fireplaces and wood stoves in commercial
facilities and residences. |

Reg. IX - Standards of Performance for
New Stationary Sources (5 mins.)
U.S. EPA has authorized local air districts to directly implement
federal standards for NSPS (New Source Performance Standards), which
have been codified in 40 CFR Part 60. Periodic Amendments to
Regulation IX incorporate new or amended standards from the previous
year by reference. Eight actions for NSPS were taken in 2006 and
are proposed for incorporation into the regulation. |

Report on Staff Recommendation to
Implement a Voluntary Certification of Consumer Cleaning Products used
at Institutional and Commercial Facilities (10 mins.)
As part of the overall strategy to reduce VOC emissions from consumer
products used in institutional and commercial cleaning, staff evaluated
VOC labeling and certification programs and is recommending a voluntary
product certification program to encourage the use of low- and nearly
zero-VOC cleaning products. |

Report on the Cost of Installation and
status of Implementation of the Monitoring Requirements of Rule 1118 (10
mins.)
As requested by the Committee, staff will report on the known and
estimated cost of the equipment and installation of monitoring flow,
higher heating value (HHV) and total sulfur required by Rule 1118.
In addition, staff will update the Committee on the status of the pilot
programs for HHV and total sulfur monitoring and the status of
installation of the monitoring requirements by the refineries. |

Discussion of Issues Regarding Specialty
Primers Subject to Rule 1113 - Architectural Coatings (10 mins.)
At the January Committee meeting a representative for one of the
specialty primer manufacturers requested a review of the situation
regarding the sale of specialty primers in the AQMD. The
manufacturer has developed specialty primer products that meet the
limits for that coating category in Rule 1113. Other manufacturers
have not developed specialty primers that meet the limits but can
continue to sell their products in the AQMD through the Averaging
Compiance Option provision in Rule 1113. Since there is a cost
differential between the products of the two manufacturers, retailers
are electing to sell the higher-VOC product from the manufacturer using
the Alternative Compliance Option rather than the lower-VOC products
that meets the Rule 1113 specialty primer limit. |

RECLAIM Program Compliance Year 2005 Annual
Audit Report (15 mins.)
The Compliance Year 2005 RECLAIM Annual Report, which assesses progress
of the NOx and SOx RECLAIM program, is prepared in accordance with Rule
2015 - Backstop Provisions. Analysis of RECLAIM Trading Credit (RTC)
Trade data indicates that the annual average price in 2006 for
Compliance Year 2010 NOx RTCs exceeded $15,000 per ton. As
required under Rule 2015(b)(6), staff is recommending that the Board
initiate a staff review of the compliance and enforcement aspects of the
RECLAIM program. |

Each year an Annual Report for AB2588 - Toxics Hot Spots is presented at
a public hearing. The report includes a summary of major
accomplishments for the previous year and outlines the key goals for the
next year. |
