Reg. IX - Standards of Performance for
New Stationary Sources (5 mins.)
U.S. EPA has authorized local air districts to directly implement
federal standards for NSPS (New Source Performance Standards), which
have been codified in 40 CFR Part 60. Periodic Amendments to
Regulation IX incorporate new or amended standards from the previous
year by reference. Eight actions for NSPS were taken in 2006 and
are proposed for incorporation into the regulation. |

Request by Ultramar/Valero for Extension
of Deadline for Completion of the ReVAP Project (10 mins.)
The AQMD and Ultramar/Valero entered into a MOU to eliminate the use of
more concentrated and volatile hydrogen fluoride (HF) at the
Ultramar/Valero refinery in Wilmington. To accomplish this,
Ultramar/Valero refinery has begun modifying its alkylation unit to
incorporate the use of the ReVAP technology, which suppresses the
volatility of HF. The AQMD has received a request from
Ultramar/Valero for an extension to the final deadline for having the
ReVAP project operational. Staff will provide a status update of
this request and latest events associated with the completion and
operation of the ReVAP project. |

Rule 219 - Equipment Not Requiring a
Written Permit Pursuant to Regulation II (10 mins.)
Staff is proposing to harmonize the exemption levels applicable to the
UV/EB curable material and other coating, ink, and adhesive application
operations in an equitable manner; exempt certain low emitting
operations, and require a permit for certain operations that emit 4 tons
or more of VOC or PM10 per year. Other minor changes are proposed
for clarification. |

Report on Staff Recommendation to
Implement a Voluntary Certification of Consumer Cleaning Products used
at Institutional and Commercial Facilities (10 mins.)
As part of the overall strategy to reduce VOC emissions from consumer
products used in institutional and commercial cleaning, staff evaluated
VOC labeling and certification programs and is recommending a voluntary
product certification program to encourage the use of low- and nearly
zero-VOC cleaning products. |

Rule 1113 - Architectural Coatings (5
mins.)
Staff has been working with Zinsser to verify whether or not they can
use the Averaging Compliance Option for their specialty primers as an
alternative to meet the requirements of Rule 1113 and staff will report
its findings to the Committee. |

Reg. III - Fees (5 mins.)
Staff proposes a CPI adjustment for all fees except Permit Except
permitting, permit renewal and emission fees that the Board increased
last year 10% year for FY 06-07, FY 07-08 and FY 08-09. In
addition, staff is proposing a new fee to cover the AQMD's cost to
implement a voluntary certification program for consumer cleaners used
at institutional and commercial facilities, a fee to recover the cost to
the AQMD for defense of a permit issuance and to correct or clarify rule
language. |

Inland Empire Utilities Energy Center
Request for Refund (10 mins.)
On February 27, 2007, GE Energy on behalf of Inland Empire Energy Center
(IEEC) requested an adjustment in payment for credits from the Priority
Reserve under Rule 1309.1 in connection with the permitting of two
General Electric 7H combustion turbines for their IEEC project located
in Romoland, California. The requested adjustment is to return
$3,100,000 out of a total of $13,278,100 in mitigation fees IEEC paid to
AQMD to use Priority Reserve Credits for the IEEC project. |

Authorize Extension of Financial
Incentives program to assist Dry Cleaners Converting from Perc to Non-Perc,
Non-Ozone Forming Alternative Technologies (10 mins.)
The existing financial incentives program to help dry cleaners convert
to non-perc technologies is fully committed. This action is to add
$250,000 from AQMD's Air Quality Assistance Fund to continue providing
grants to dry cleaners for transitioning to non-perc, non-ozone forming
technologies. |
