Proposed Amended Rule 1173
– Control of (10
mins) Volatile Organic Compound Leaks and Releases from Components at
Petroleum Facilities and Chemical Plants
This proposed rule is scheduled for public hearing on June 1. The
proposal adds electronic monitoring requirements for all pressure relief
devices (PRDs) at petroleum refineries and a leak detection and repair
program for marine terminals and oil and grease re-refiners.

Proposed Amended Rule
1309.1–Priority Reserve (15 mins.) and Re-adoption of Rule 1315–Federal
NSR Tracking System
Amendments have been prepared to replace the September 8, 2006
amendments to Rule 1309.1 and to include additional air quality and
economic criteria for access to the Priority Reserve by electrical
generating facilities based on their location, as requested by the
Board. In addition it is proposed to re-adopt Rule 1315. This is
scheduled to be set in June for a July hearing.

Proposed Amended Rule 219 –
Equipment Not (10 mins) Requiring
a Written Permit Pursuant to Regulation II
At its May 2007 meeting, the Board referred this item to the
Stationary Source Committee for further discussion and resolution of
issues raised by representatives of the UV/EB industry regarding the
staff proposal.

Proposed Amended Rule
1113–Architectural (10 mins.) Coatings
The Committee has directed staff to prepare a rule amendment to
remove specialty primers from eligibility for the Alternative Compliance
Option of the rule based on a request from Zinsser. Zinsser has since
withdrawn its request for a rule amendment. PAR 1113 is scheduled to be
set in June for a July hearing

Report on Rule 1118 –
Control of Emissions from (10 mins.)
Refinery Flares
The adopting resolution for the November 2005 amendment to this rule
directed staff to further study several issues on implementation of the
rule and report back periodically to the Stationary Source Committee.
This report contains analysis, updates and recommendations on all
resolution items and is scheduled to go to the full Board on June 1.

Source Committee's
authority. Speakers may be limited to three (3) minutes each.
