Electricity Resource Planning Analysis
Pursuant to the August 2007 Amendments to Rule 1309.1 (10 mins.)
On August 3, 2007, the Board adopted amendments to Rule 1309.1 that
enables electrical generating facilities to purchase credits from the
District's Priority Reserve account. The Board directed that up to
one million dollars be used to conduct a comprehensive energy analysis
of the Basin to better determine needed resources and options. |

Update on Gregg Industries Current
Regulatory Activities (10 mins.)
The current compliance status and community complaint situation at Gregg
Industries, an El Monte sand mold and iron casting manufacturer, was
referred to the Stationary Source Committee (Committee) at the July
Governing Board meeting as a result of a complainant's public comments
regarding on-going odors from the facility. An initial report overviewing the lengthy odor complaint history, agency enforcement actions,
and facility modifications was presented at the Committee's August
meeting. Committee members requested another update be presented at
the September meeting. This report will highlight activity
occurring in the past four weeks. |

Proposed Amendments to Rule 1403 -
Asbestos Emissions from Renovation/Demolition Activities (10 mins.)
Rule 1403 is proposed for amendment to clarify rule intent, ease
enforcement of the rule's requirements, and improve overall rule
effectiveness. |

Rule 1110.2 - Emissions from Gaseous and
Liquid-Fueled Engines (20 mins.)
Unannounced emission tests by AQMD enforcement staff have discovered
that about half of stationary engines tested were out of compliance with
their emissions limits, due to poor operating and maintenance procedures
and inadequate monitoring required by the rule. The proposed
amendments are intended to: 1) improve the compliance record of engines
with better monitoring, recordkeeping and reporting; 2) achieve further
emission reduction based on the cleanest available technologies; and 3)
address rule changes recommended by USEPA Region IX. |

Toxic Management Working Group Update

The Air Toxics Management Working Group which was formed to discuss
policy for developing air toxic regulations included members from
industry, the public, and the environmental community. The report
summarizes their meetings and presents staff recommendations. |

regular meeting. At the end of the regular meeting agenda, an opportunity is
also provided for the public to speak on any subject within the Committee's
authority. Speakers may be limited to three (3) minutes each.
