Last year the Board amended Rule 1171 and extended the final compliance date by 18 months, to January 1, 2008, for clean-up solvents used in conventional lithographic, UV/EB and screen printing operations.  This report will highlight the printing industry's achievements in product development and testing for the majority of the affected facilities and will describe obstacles encountered with respect to several ink cleaning categories where additional time is needed for successful conversion to new formulations.  Staff will outline proposed amendments to the rule which would extend the deadline for certain categories.  Staff will also outline proposed new rule requirements for suppliers of all cleaning materials subject to Rule 1171.
