Execute Contract to Provide Electricity
Resource Planning for South Coast Air Quality Management District Region
(5 mins.)
The Governing Board approved the release of an RFP on electricity
resource planning in October 2007. Based on the bid review panel
recommendations, staff recommends executing a contract with Global
Energy Decisions, Inc. in an amount not to exceed $447,000.
Funding for this contract is available from the AQMD Rule 1309.1
mitigation fee priority reserve fund. |

The average price of Compliance Year 2008 NOx RTC transactions
reported in January through December 2007 is $12,144 per ton ($6.07 per
pound), well below the $15,000 per ton threshold specified in Rule
2002(f). |

NSR Annual Status Update/Equivalency
Determination (10 mins.)
This report is prepared pursuant to Rule 1315 and provides a status
update and preliminary demonstration of equivalency with federal New
Source Review offset requirements for January 2006 through December
2006. This preliminary demonstration is based on actual debits
from AQMD's federal offset accounts for the calendar year 2006 reporting
period, and projected credits to those accounts for calendar years 2006,
2007, and 2008. A final demonstration for this reporting period
based on actual debits and actual credits will be presented to the
Governing Board in September 2008. |

Rule 1125 - Metal Container, Closure,
and Coil Coating Operations (5 mins.)
Proposed Amended Rule 1125 reduces the VOC limits for end- sealing
compounds used in the food and beverage industry and establishes new
categories and VOC limits for inkjet inks and inkjet make-up solvents to
achieve an additional VOC emission reduction of 0.3 ton per day. |

Rule 461 - Gasoline Transfer and
Dispensing (10 mins.)
Proposed Amended Rule 461 assures the timely implementation of Phase II
Enhanced Vapor Recovery (EVR) by offering an incentive for early EVR
equipment installation. Other amendments improve enforceability
and rule clarity. |

Status Report on Proposed Rule 314 -
Architectural Coatings Fees (10 mins.)
Staff will update the Committee on the progress of the development of
the proposed rule for architectural coatings fees and registration of
these coatings for use in the AQMD. (This item will also be
reviewed at the Administrative Committee meeting in March) |

Rule 1149 - Storage Tank Cleaning and
Degassing (10 mins.)
Proposed Amended Rule 1149 establishes a new VOC concentration limit for
degassing operations. The applicability of the rule is expanded to
a larger population of tanks that are degassed and adds the same
requirements for the degassing of pipelines to achieve an additional VOC
emission reduction of 1.25 tons per day. The amendments also
include a voluntary GHG credit module in conjunction with the SoCal
Climate Solutions Exchange. |
