Program Announcement and Application for
a Natural Gas Hearth Product Buy-Down Pilot Program (5 mins.)
At its March 2008 meeting, the Board will hold a public hearing on
Proposed Rule 445 - Wood Burning Devices. As a separate, but
complementary process to obtain additional emission reductions, a gas
log buy-down program is also proposed. A Program Announcement
would be issued to obtain qualified contractors to facilitate a $500,000
buy-down pilot program using funds from Rule 1309.1 mitigation fees. |

Gregg Industries Compliance Update (10
mins.)
Since the last Committee briefing on October 26, 2007, regarding Gregg
Industries (10460 Hickson Street, El Monte), AQMD staff have continued
to respond to community concerns and to ensure Gregg's compliance with
all applicable air quality rules and regulations. In addition, a
Town Hall Meeting was conducted at Rio Vista Elementary School in El
Monte on December 17, 2007. The Committee will be briefed on these
activities. |

Review of Proposed Logos for Public
Outreach of Wood Burning Program (10 mins.)
AQMD's Media Office will present proposed graphic logos and taglines to
anchor a public/media outreach program for AQMD's wood burning rule. |

Rule 1125 - Metal Container, Closure,
and Coil Coating Operations (5 mins.)
Proposed Amended Rule 1125 reduces the VOC limits for end sealing
compounds used in the food and beverage industry and establishes new
categories and VOC limits for inkjet inks and inkjet make-up solvents to
achieve an additional VOC emission reduction of 0.3 ton per day. |

Rule 461 - Gasoline Transfer and
Dispensing (10 mins.)
Proposed Amended Rule 461 assures the timely implementation of Phase II
Enhanced Vapor Recovery (EVR) by offering an incentive for early EVR
equipment installation. Other amendments improve enforceability
and rule clarity. |

Status Report on Proposed Rule 314 -
Architectural Coatings Fees (10 mins.)
Staff will update the Committee on the progress of the development of
the proposed rule for architectural coatings fees and registration of
these coatings for use in the AQMD. (This item will also be
reviewed at the Administrative Committee meeting in March) |

Rule 1149 - Storage Tank Cleaning and
Degassing (10 mins.)
Proposed Amended Rule 1149 establishes a new VOC concentration limit for
degassing operations. The applicability of the rule is expanded to
a larger population of tanks that are degassed and adds the same
requirements for the degassing of pipelines to achieve an additional VOC
emission reduction of 1.25 tons per day. The amendments also
include a voluntary GHG credit module in conjunction with the SoCal
Climate solutions Exchange. |

Status Report on Results of South Bay
Flare Event Notification Survey (10 mins.)
The Governing Board approved the release of an RFP to solicit firms to
develop, conduct, and analyze results of a survey of community members
in the general vicinity of major refineries in the South Bay area.
This survey was designed to secure an understanding of the awareness,
knowledge, attitudes, and informational needs of the local public with
regard to flare events at local petroleum refineries and related
facilities subject to Rule 1118 - Control of Emissions from Flaring
Events. Staff will update the Committee regarding the methodology,
results, and recommendations from the recently completed survey. |

RECLAIM Annual Report (10 mins.)
The annual report on the NOx and SOx RECLAIM program is prepared in
accordance with Rule 2015 - Backstop Provisions. The report
assesses emission reductions, availability of RECLAIM Trading Credits
(RTCs) and their average annual prices, job impacts, compliance issues,
and other measures of performance for the thirteenth year of this
program. In addition, recent trends in trading future year RTCs
are analyzed and presented in this report. |

regular meeting. At the end of the regular meeting agenda, an opportunity is
also provided for the public to speak on any subject within the
Stationary Source Committee's authority. Speakers may be limited to three
(3) minutes each.
