Rule 314 - Fees for Architectural
Coatings (10 mins.)
Proposed Rule 314 is a fee rule to recover the AQMD cost to regulating
architectural coatings as authorized by California Health and Safety
Code. Staff has continued to meet with the coatings industry to
resolve outstanding issues since this item was before the Committee in
February. This report is to update the Committee on the proposal
scheduled for public hearing May 2, 2008. |

Rule 1146 - Emissions of Oxides of
Nitrogen from Industrial, Institutional, and Commercial Boilers, Steam
Generators, and Process Heaters and Rule 1146.1 - Emissions of Oxides of
Nitrogen from Small Industrial, Institutional, and Commercial Boilers,
Steam Generators, and Process Heaters (15 mins.)
Amendments to Rule 1146 and 1146.1 are proposed to reduce daily NOx
emissions by lowering boiler and heater NOx emissions limits. |

Status Report on Results of South Bay
Flare Event Notification Survey (10 mins.)
The Governing Board approved the release of an RFP to solicit firms to
develop, conduct, and analyze results of a survey of community members
in the general vicinity of major refineries in the South Bay area.
This survey was designed to secure an understanding of the awareness,
knowledge, attitudes, and informational needs of the local public with
regard to flare events at local petroleum refineries and related
facilities subject to Rule 1118 - Control of Emissions from Flaring
Events. Staff will update the Committee regarding the methodology,
results, and recommendations from the recently completed survey. |

Rule 1610 - Old Vehicle Scrapping (5

Staff will provide a summary of the proposed amendments that are
designed to harmonize Rule 1610 with the State's Voluntary Accelerated

Riverside Cement Status Report (20 mins.)
This item is to provide an update related to the elevated readings of
Hexavalent Chromium measurements at the Rubidoux Ambient Air Monitoring
Station as part of the MATES-III study and AQMD staff investigations and
findings which has resulted in identification of the source of Chromium
emissions as being TXI/Riverside Cement company located at 1500 Rubidoux
Blvd. in Riverside. |

Public Comment Period

All agendas for regular meetings are posted at District Headquarters, 21865
Copley Drive, Diamond Bar, California, at least 72 hours in advance of a
regular meeting. At the end of the regular meeting agenda, an opportunity is
also provided for the public to speak on any subject within the
Stationary Source Committee's authority. Speakers may be limited to three
(3) minutes each.
