Rule 222 - Filing Requirements for
Specific Emission Sources Not Requiring a Written Permit Pursuant to
Regulation II (5 mins.)
The proposed amendments will establish filing requirements for certain
equipment or processes recently exempted from written permits pursuant
to Rule 219, and fulfill the Board directive to establishing alternative
permitting for specific equipment. In addition, the proposed
changes satisfy the CARB ATCM registration requirements for stationary
compression ignition engines used in agricultural operations. |

Rule 1144 - VOC Emission Reductions for
Lubricants (15 mins.)
This new rule establishes VOC limits and other requirements for
lubricants, metal working fluids and rust inhibitors used during the
manufacture and assembly of parts and products at industrial facilities.
The proposed rule implements an AQMP control measure to reduce VOC
emissions. |

Rule 317 - Clean Air Act Emissions Fees
for Major Stationary Sources of VOC and NOx (15 mins.)
Section 185 of the Clean Air Act requires major stationary sources
located in air basins that do not achieve the federal 1-hour ozone
standard by the statutory deadline to pay annually specified fees based
on their emissions of VOC and NOx until the air basin is designated
attainment. Proposed Rule 317 implements the required fee program. |

Rule 1147 - NOx Reductions from
Miscellaneous Sources (10 mins.)
The proposed rule will reduce nitrogen oxide emissions from a variety of
industrial combustion sources including ovens, dryers, furnaces and
kilns. The proposal would, in part, implement control measures
MCS-01 (Facility Modernization) and CMB-01 of the 2007 AQMP. |

Rule 314 - Fees for Architectural
Coatings (15 mins.)
Staff will brief the Committee on the status of the follow-up issues
from the June rule adoption including information on mass merchant paint
sales and third party paint distributors, assessment of a transition to
a retail fee and a fee exemption for recycled coatings. Staff will
also present the results of enforcement efforts since rule adoption. |

Generation of Emission Reduction Credits Through the Application of BACT

This item was requested by Dr. Joseph Lyou in order to provide a report
relevant to availability of offsets and generation of emission reduction

Rule 1469 - Hexavalent Chromium
Emissions from Chrome Plating and Chromic Acid Anodizing Operations
Staff will summarize these amendments to the Rule 1469 to incorporate
more stringent requirements that were recently approved in the state Air
Toxics Control Measure and additional amendments to strengthen
housekeeping and control of fugitive hexavalent chrome emissions from
chrome plating operations. |

Cleaning Operations
In adopting amendments to this rule in February 2008, the Governing
Board directed staff to present quarterly progress reports on the
printing industry test programs for compliant solvents. This third
quarterly report includes the progress made by the Southern California
Printing Industry Association and Specialty Graphic Imaging Association
in meeting the rule requirements. |
