Architectural Coatings (15 mins.)
Staff will brief the Committee on the status of the follow-up issues
from the June rule adoption including information on mass merchant paint
sales and third party paint distributors, assessment of a transition to
a retail fee and a fee exemption for recycled coatings. Staff will
also present the results of enforcement efforts since rule adoption.

Rule 1143 - Reduction of VOC Emissions
from Lacquer Thinners and Paint Thinners (15 mins.)
Proposed Rule 1143 will implement 2007 AQMP Control Measure CTS-04 by
establishing a material VOC limit of 25 g/L for consumer paint thinners
and multi-purpose solvents, a category that is currently unregulated by
CARB. |

Rule 1144 - Lubricants, Metal Working
Fluids and Rust Inhibitors (10 mins.)
Proposed Rule 1144 will fully implement 2007 AQMP Control Measure CTS-01
by establishing phased-in VOC limits for direct-contact lubricants,
metal working fluids and rust inhibitors used at industrial facilities. |

The proposed rule will reduce nitrogen oxide emissions from a variety of
industrial combustion sources including ovens, dryers, furnaces and

Work Plan for High-Efficiency Air
Filtration Project (5 mins.)
In October 2008, the Board authorized the execution of a contract with
IQAIR North American for $1.125 million to provide high-efficiency air
filtration devices to schools in the Long Beach and Los Angeles Unified
School Districts impacted by refinery and other diesel-combustion
sources. The Board directed staff to develop a work plan within 90
days of Board approval for review by the Stationary Source Committee.
The draft Work Plan is being presented for review by this Committee. |

LNG-Fired IC Engine and its Potential use at the Ports for Cold Ironing

This item was requested by Mayor Yates in order to provide a
background on the CleanAir Logix's LNG-Fired IC Engines proposed to be
used at the Ports of Los Angeles and Long Beach to supply power to ships
while at berth. |
