1 Proposed Rule 1156 - Further Reductions of Particulate Emissions from Cement Manufacturing Facilities (10 mins.)
Staff will provide a summary and update as to the proposed rule amendments relative to requirements for PM and hexavalent chromium.

2 Progress Report on Compliance with Rule 1171 - Solvent Cleaning Operations (10 mins.)
In adopting amendments to this rule in February 2008, the Governing Board directed staff to present quarterly progress reports on the printing industry test programs for compliant solvents.  This final quarterly report includes the progress made by the Southern California Printing Industry Association and Specialty Graphic Imaging Association in meeting the rule requirements.  Staff plans to propose amendment to Rule 1171 to the Board at a later date.  In the meantime, staff proposes to exercise enforcement discretion for the low-VOC limits.

Staff will brief the Committee on the status of the U.S. EPA guidance and the analysis of alternative baseline determination methods.

6 Rule 1173 - Fugitive Emissions of Volatile Organic Compounds and Releases from Components of Petroleum Facilities and Chemical Plants (5 mins.)
Staff is proposing an administrative rule amendment to correct a reference in an exemption to the applicable rule paragraphs.

This written report will summarize rule development efforts this month for the SoCal Climate Solutions Exchange.

Public Comment Period
Members of the public may address this body concerning any agenda item before or during consideration of that item (Govt. Code Section 54954.3(a)). All agendas for regular meetings are posted at District Headquarters, 21865 Copley Drive, Diamond Bar, California, at least 72 hours in advance of a regular meeting. At the end of the regular meeting agenda, an opportunity is also provided for the public to speak on any subject within the Stationary Source Committee's authority. Speakers may be limited to three (3) minutes each.
