  ACTION ITEM  
1 Approve Recommendation to Appoint Alternate to Home Rule Advisory Group (5 mins.)
Pursuant to the Board's Advisory Council and Advisory Group's Policy and Guidelines, a person representing a specific organization may designate one identified alternate to attend meetings and participate in the Advisory Group with concurrence by the Board Committee to which the advisory committee reports.  The Home Rule Advisory Group reports to the Stationary Source Committee.  Lee Wallace, representing Sempra Energy on HRAG, requests our approval of his recommendation to appoint Dan McGivney as his alternate.  Mr. McGivney previously served as HRAG alternate for the Eastern Municipal Water District.

  INFORMATIONAL ITEMS  
2 Report on AERMOD Modeling Applications (5 mins.)
AQMD staff and their consultants have developed a set of meteorological data for use in U.S. EPA's recommended air quality dispersion model called AERMOD.  Staff will report on its activities in preparation for the transitioning to AERMOD for all future stationary source applications.

A Rule 317 - Clean Air Act Non-Attainment Fees Status Report (10 mins.)
Staff will provide an update on Proposed Rule 317 rule development to review the latest comments and issues.

3 Annual Status Report on Rule 1118 Flaring Events Implementation (15 mins.)
The adopting resolution for Rule 1118 on Nov. 4, 2005, directed staff to annually report to the Stationary Source Committee on refinery flaring and any exceedances of the annual SOx emission targets.  Staff will also report on the status of the pilot program for installation of the continuous monitors to measure high heating value and sulfur content of flared gases.

4 Proposed SOx RECLAIM Amendments (1 hour)
Staff will update the Committee on its efforts to amend the SOx RECLAIM program and specifically on the technology assessment conducted by its consultants and their recommendations.

This report is the total penalties settled last month which include Civil, Supplemental Environmental Projects, Mutual Settlement Assessment Penalty Program, Hearing Board and Miscellaneous.

Any member of this body, or its staff, on his or her own initiative or in response to questions posed by the public, may ask a question for clarification, may make a brief announcement or report on his or her own activities, provide a reference to staff regarding factual information, request staff to report back at a subsequent meeting concerning any matter, or may take action to direct staff to place a matter of business on a future agenda.   (Govt Code Section 54954.2)

Public Comment Period
Members of the public may address this body concerning any agenda item before or during consideration of that item (Govt. Code Section 54954.3(a)). No other items may be discussed at a Special Meeting.  All agendas for regular meetings are posted at District Headquarters, 21865 Copley Drive, Diamond Bar, California, at least 72 hours in advance of a regular meeting. At the end of the regular meeting agenda, an opportunity is also provided for the public to speak on any subject within  Stationary Source Committee's authority. Speakers may be limited to three (3) minutes each.

Document Availability:
All documents (i) constituting non-exempt public records, (ii) relating to an item on an agenda for a regular meeting, and (iii) having been distributed to at least a majority of the Committee after the agenda is posted, are available prior to the meeting for public review at the South Coast Air Quality Management District, Public Information Center, 21865 Copley Drive, Diamond Bar, CA 91765.
