RULE FORECAST REPORT - JULY 1996
Advance Target for Board Hearings
AUGUST 1996
1113Architectural Coatings (CM# CTS-07)
Proposed amendments will extend the quart-container exemption, and implement portions of AQMP Control Measure CTS-07.

SEPTEMBER 1996
1118 * Emission Reductions from Refinery Flares
Proposed rule will take a two-step approach to gather data on flaring operations at petroleum refineries to assess the need for, or the level of, any future controls required in order to reduce flare emissions. The first step will require refineries to monitor flaring activities for the amount and composition of gases being flared. If the data demonstrates a need to control flaring operations, step two of the rule will be to develop specific control requirements to reduce flare emissions.
Mohsen Nazemi - (909)396-2662 CEQA: Darren Stroud (2526) Socio: Sue Lieu (3059)
1125 Can, Drum, & Coil Coating
Proposed amendments will be based on a recent review of available technology. Coil coating facilities would be able to reduce emissions through reformulation and enclosure of roller coater units to capture fugitive emissions. Reductions may also be realized from drum manufacturers through coating reformulations, increased transfer efficiency of spray guns, and installation of control equipment.
Anupom Ganguli - (909)396-3185 CEQA: Mike Krause (2706)
Socio: Bob Kneisel (3199)
1128 Paper, Fabric, & Film Coating (CM# CTS-G)
Proposed amendments will be based on a recent review of available technology. These facilities can achieve additional reductions through the use of reformulated materials, increased effectiveness of add-on control equipment, UV-curable coatings and adhesives with negligible VOC emissions. Additional reductions will come from the use of hotmelt adhesives and resin impregnating applications.
Anupom Ganguli - (909)396-3185 CEQA: Mike Krause (2706)
Socio: Francis Goh (3075)
1130 Graphic Arts (CM# CTS-1)
Proposed amendments will be based on a recent review of available technology. Emissions associated with inks and fountain solutions can be reduced with current available technology. The advent of ultraviolet and electron beam technology will allow a switch from conventional inks to inks with little or no VOC emissions. Solvent cleanup emissions will also be reduced through the use of automatic blanket washers and vegetable-based solvents.
Anupom Ganguli - (909)396-3185 CEQA: Jonathan Nadler (3071)

SEPTEMBER 1996 Continued . . .
1171 Solvent Cleaning Operations (CM# CTS-C)
Proposed amendments will be based on a recent review of available technology. The VOC limit for repair and maintenance cleaning will be lowered from 950 to 50 g/l in this proposal, effective 1999, due to the general availability of aqueous cleaners.
Anupom Ganguli - (909)396-3185 CEQA: Jonathan Nadler (3071)

Socio: Bob Kneisel (3199)
OCTOBER 1996
1107 Metal Products Coating (CM# CTS-B & CTS-H)
Proposed amendments will be based on a recent review of available technology. The technology review reveals that VOC concentration limits can be reduced to 185 grams per liter, as applied with powder coatings for both general and high gloss coatings. Non-compliant solvent-borne high solids coatings could be vented to control equipment. The use of acetone, an exempt solvent, will also reduce emissions.
Anupom Ganguli - (909)396-3185 CEQA: Mike Krause (2706)
Socio: Francis Goh (3075)
1173 * Fugitive Emissions of Volatile Organic Compounds (CM# FUG-04)
Proposed amendments will address SIP recommendations identified by U.S. EPA; consider lowering leak thresholds for minor and major gas leaks; require the use of trained individuals for leak inspections; consider the new federal NESHAPS requirements; and address other issues regarding implementation of inspection and maintenance.
Mohsen Nazemi - (909)396-2662 CEQA: Steve Smith (3054) Socio: Bob Kneisel (3199)
NOVEMBER 1996

EPA non-road engine rulemaking; establish consistency with Proposed Regulation XXI - Portable Equipment - Statewide Regulation; and address AQMP Control Measure CMB-F.
Larry Bowen - (909)396-2575 CEQA: Darren Stroud (2526) Socio: Bob Kneisel (3199)
1124 Aerospace Component Coating (CM# CTS-K)
Proposed amendments will be based on a recent review of available technology. Clean-up solvents using blends containing exempt acetone will reduce VOC emissions from this industry. Further reductions are expected from: primers, topcoats, adhesive bonding primers, temporary protective coatings, chemical milling and chemical processing maskants; solid film/barrier coatings, and fuel tank coatings.
Alene Taber - (909)396-3057 CEQA: Jonathan Nadler (3071)

Reg. XXX * Title V Operating Permits
Regulation XXX was developed to establish the parameters for an operating permit program that satisfies the requirements of Title V of the Clean Air Act Amendments of 1990. On August 29, 1994, U. S. EPA proposed revisions to regulations that define the minimum elements of an approvable operating permit program. These regulations are expected to be finalized in 1996. Regulation XXX will then be amended to parallel changes in the EPA program.

Proposed amendments will take a two-step approach to gather data on organic liquid storage tanks that are currently exempt from Rule 463 to assess the need for, or the level of, any future controls required in order to reduce VOC emissions from these tanks. The first step will require that the AQMD assess emissions from tanks presently exempt from Rule 463. If the emissions from these storage tanks are significant, the AQMD will proceed with Step II which will include identification of the appropriate control options.
