This report highlights AQMD rulemaking activity for 1999. Upcoming public workshops are
noted, both in the regular calendar and in a separate list at the end of the report.

The Rule and Control Measure Forecast Report provides the Board with a monthly update
of AQMDs rulemaking and control measure implementation schedule. Rulemaking is a
dynamic process, subject to ongoing revision. Scheduling changes which occurred since last
months forecast are summarized.

Education and Labeling Program |
| Proposed Control Measure #97CTS-03 is rescheduled from
January 1999 to February 1999. Additional time is needed for staff to incorporate ideas
for "green seal" and finalize "25 Ways" brochure for public outreach. |

Continuous Emissions Monitoring Rule 218.1
Continuous Emission Monitoring Performance Specifications |
| Proposed Amended Rules 218 and 218.1 are
rescheduled from January 1999 to February 1999. Additional time is needed to allow staff
to consult with U.S. EPA and CARB regarding relaxation of stringency compared to federal
requirements and Title V. |
| Rule 461
Gasoline Transfer and Dispensing |
| Proposed Amended Rule 461 is rescheduled
from January 1999 to February 1999. Amendments will include findings of Enhanced
Compliance Program. Amendments will also include findings of CARB/CAPCOA Test Program.
Additional time is needed for additional public input. |

Federal Alternative Operating Conditions |
| Proposed Amended Rule 518.2 is
rescheduled from February 1999 to May 1999 to allow additional time to compile and
evaluate the data extracted and validate the proposed SIP allowances. |
| Rule 1418
Halon Emissions from Fire Extinguishing Equipment |
| Proposed Amended Rule 1418 is added to
August 1999 calendar. A rule amendment is proposed to make the rule consistent with
federal requirements. Pacific Scientific Company, which has been operating under a
variance from this rule, requested the amendment. |

Rule 1402 requires facilities with significant risks for cancer and non-cancer acute
and chronic hazards to file and follow risk reduction plans which will reduce risks below
specified levels within five years.
As part of the Chairmans Environmental Justice Initiatives, the list of compounds
and the toxics significance thresholds in Rule 1402 will be evaluated, as well as other
approaches to reduce toxic risk. |

Title V Operating Permits
[Projected Emission Reduction: Administrative Only] Regulation XXX was developed
to establish the parameters for an operating permit program that satisfies the
requirements of Title V of the Clean Air Act Amendments of 1990. In the last half of 1999,
U.S. EPA expects to adopt revisions to regulations that define the minimum elements of an
approvable operating permit program. Once EPAs revisions are adopted, Regulation XXX
will be amended to parallel changes in the EPA program.
