The Rule and Control Measure Forecast Report provides the Board with a monthly update of AQMD’s rulemaking and control measure implementation schedule. Scheduling changes which occurred since last month’s forecast are summarized.

Proposed Rule 1190 is now superceded by a series of new proposals that will affect various mobile source categories. Specifically, Proposed Rule 1190 has been replaced with the following rules:

In addition, staff is proposing amendments to Rule 431.2 - Sulfur Content of Liquid Fuels to reduce the sulfur content in diesel fuel.

Rules to be Rescheduled/Removed and Added

Rule 431.2 - Sulfur Content of Liquid Fuels

Proposed amendments to Rule 431.2 are being moved from To-Be-Determined to June 2000. The proposed amendments are designed to lower the sulfur content in diesel fuel, thereby enhancing the performance of after treatment technologies employed by diesel engines. Under the California Health & Safety Code Section 40447.6, the AQMD may, subject to the approval of the state board, adopt regulations that specify the composition of diesel fuel manufactured for sale in the District.

Rule 1168 - Emission Reductions from Adhesives (CM#99CTS-02E)

Proposed amendments to Rule 1168 are being moved from October 2000 to September 2000 because the technology research and rule development effort will be completed sooner than originally anticipated.

Rule 1186.1 – Alternative-Fuel Sweepers

Staff is proposing to adopt Rule 1186.1 in July 2000. Proposed Rule 1186.1 would require that all newly purchased (owned, leased, or contracted for) sweepers used in government street sweeping be alternate-fuel sweepers. Staff originally intended to develop these proposals with adoption of Rule 1990. Based on public comments staff is now proposing to rely on Proposed Rule 1186.1 to address diesel emissions from street sweeping operations. Under California Health & Safety Code Sections 40919 and 40447.5, the AQMD can require fleet operators of 15 or more vehicles to purchase cleaner burning vehicles.

Rule 1191 - Clean On-Road Light- and Medium-Duty Public Fleet Vehicles

Proposed Rule 1191 will require public fleet operators to purchase or lease low-emission gasoline or alternative fueled light- and medium-duty vehicles when adding or replacing vehicles in the fleet. Staff is proposing to adopt Rule 1191 in May 2000. Under Sections 40919 and 40447.5 of the Health and Safety Code, the AQMD can require fleet operators of 15 or more vehicles to purchase cleaner burning vehicles.

Rule 1192 - Clean On-Road Transit Buses

Proposed Rule 1192 will require public transit fleet operators to purchase or lease alternative-fuel buses when adding or replacing buses in their fleet. Staff is proposing to adopt Rule 1192 in June 2000. Under Section 40919 of the Health and Safety Code, the AQMD can require fleet operators of 15 or more vehicles to purchase cleaner burning vehicles.

Rule 1193 - Clean On-Road Residential and Commercial Refuse Collection Vehicles

Proposed Rule 1193 will require residential and commercial refuse collection fleet operators to purchase or lease alternative fuel vehicles when adding or replacing vehicles in the fleet. Staff is proposing to adopt Rule 1193 in May 2000. Under Sections 40919 and 40447.5 of the Health and Safety Code, the AQMD can require fleet operators of 15 or more vehicles to purchase cleaner burning vehicles.

Staff is proposing to adopt Rule 1194 in July, 2000. Under Sections 40919 and 40447.5 of the Health and Safety Code, the AQMD can require fleet operators of 15 or more vehicles to purchase cleaner burning vehicles.

Rule 1195 - Clean On-Road School Buses

Proposed Rule 1195 will require public school bus fleet operators to purchase or lease low-emission buses when adding or replacing vehicles in the fleet. Staff is proposing to adopt Rule 1195 in July 2000. Under Sections 40919 and 40447.5 of the Health and Safety Code, the AQMD can require fleet operators of 15 or more vehicles to purchase cleaner burning vehicles.

Rule 1196 - Clean On-Road Heavy-Duty Public Fleet Vehicles

Proposed Rule 1196 will require public fleet operators to purchase or lease low-emission heavy-duty vehicles when adding or replacing vehicles in the fleet. Staff is proposing to adopt Rule 1196 in July 2000. Under Sections 40919 and 40447.5 of the Health and Safety Code, the AQMD can require fleet operators of 15 or more vehicles to purchase cleaner burning vehicles.
