PROPOSAL:
Amend Rule 1150.1 Control of Gaseous Emissions from Municipal Solid Waste Landfills
SYNOPSIS:
The proposed amendments to Rule 1150.1 incorporate, by reference, the State regulations that specify requirements for final landfill covers and liquid waste disposal. The proposed amendments implement the air quality objective of Control Measure 99#WST-04 that seeks to reduce VOC emissions from waste disposal facilities. The proposed amendments are administrative and intended to be limited in scope.

Background
Amendments to Rule 1150.1 Control of Gaseous Emissions from Municipal Solid Waste Landfills, are proposed to implement Control Measure #99WST-04 Emission Reductions from Disposal of Material Containing Volatile Organic Compounds (VOC).
The proposed amendments to Rule 1150.1 incorporate, by reference, State regulations that with respect to landfill covers and liquid waste disposal. The proposed amendments would allow the South Coast Air Quality Management District (AQMD) to claim SIP emission reductions achieved through the implementation of state regulations. Specifically, the proposed amendments would provide 0.8 tons/day of VOC emission reductions.
The proposed amendments are administrative and will not affect the existing operations of municipal solid waste landfills. Therefore, the proposed amendments are not expected to result in any adverse socioeconomic or environmental impacts.
Proposal
The proposed amendments incorporate, by reference, Sections 21140 and 20200 of Title 27 of the California Code of Regulations into Rule 1150.1. Section 21140 specifies the requirements for final landfill covers and Section 20200 prohibits disposal of liquid and semi-liquid waste at Class III (municipal solid waste) landfills, respectively. Additionally, the proposed amendments, also clarify the date for submittal of alternatives to the rule under subdivision (g) of the rule.
Policy Issues
No policy issues have been identified for this proposal.
AQMP and Legal Mandates
The California Health and Safety Code requires the AQMD to adopt an Air Quality Management Plan (AQMP) to meet state and federal ambient air standards in the Basin. In addition, the California Health and Safety Code requires that the AQMD adopt rules and regulations that carry out the objectives of the AQMP. The proposed amendments to Rule 1150.1 implements control measure #99WST-04 of the 1997 AQMP, as amended in 1999.
CEQA & Socioeconomic Analysis
Pursuant to the California Environmental Quality Act (CEQA) and the AQMDs Certified Regulatory Program (Rule 110), staff has reviewed the proposed amendments to Rule 1150.1 and has concluded that the proposed amendments to Rule 1150.1 are administrative in nature and do not result in any adverse environmental or socioeconomic impacts.
Implementation Plan
The proposed amendments will not impact existing operations at municipal solid waste landfills. Staff has identified that an implementation plan is not required for this proposal.
Resource Impacts
The proposed amendments to Rule 1150.1 have no resource impacts.
