SYNOPSIS:
The Mobile Source Committee met Friday, August 24, 2001. Following is a summary of that meeting.

The meeting started at 9:27 a.m. Present: Committee Chair Roy Wilson, and Committee Members Ron Loveridge, Jon Mikels and Jim Silva. Absent: Committee Members Jane Carney and Norman Glover. The attachment is an attendance roster.
INFORMATION ITEMS
- CEQA Handbook Update
Staff updated the Committee on the proposed revisions to the CEQA Handbook. The handbook revision proposal will: streamline the existing handbook, update analysis methodologies, mitigation measures and emission factors, and address new policy issues. Further, in addition to regional air quality significance thresholds, localized significance thresholds are being proposed. Localized significance thresholds would be derived using a dispersion model to back-calculate the daily mass emissions that would cause an exceedance of an ambient air quality standard at a receptor.
Staff intends to reconvene the Working Group and bring forward background and existing air quality chapters for the Governing Board as a consent item. The remaining chapters should be available for discussion and subsequent Board consideration in early 2002.
There was considerable discussion on localized threshold areas that generate the emissions vs. areas that are primarily receptors. It was noted that the current staff proposal would significantly change existing AQMD policy if approved by the Board. Committee Chair Wilson requested that staff come back to the next committee meeting to show sample calculations scenarios for the different areas, and to clearly compare current and proposed procedures.
- Proposed Amendments to Rule 2202
Staffs presentation to the Committee was an overview on the proposed amendments to Rule 2202. They included: new definition for police/sheriff, deleting references to alternative fuel credit and remote sensing, due date clarification and including "Special Procedures" in the Rule 2202 implementation guidelines and other minor language clarifications.
Both the public comments received by the AQMD staff and comments made during the committee meeting reflected concern regarding the definition of police/sheriff. PR 2202 is proposed to go to the January 2002 Board Hearing.
- Status Report on Fleet Rule Implementation
Staff gave a brief presentation to the committee on the Fleet Rule Implementation. Recent activities include: staff initiating outreach to individual operators (current focus on school districts and waste haulers), meeting with representatives of smaller fleets of transfer/roll-off vehicles, operators evaluating biodiesel fuel. Additionally, LAX staff pursuing request to increase ATS taxicab passenger pickup fee, staffs progress in moving forward with training program development, request from Governing Board for report on LNG infrastructure need and court ruling on EMA v. SCAQMD regarding fleet rules were discussed.
Staff has established an Implementation Working Group for Rule 1195, with three sub-working groups which include funding opportunities, infrastructure development and training and outreach. The overall implementation group will meet on a quarterly basis.
- Status Report on "Procedures for Calculating Equivalent Toxic Risk Reduction from
Vehicle Emissions"
Staff gave a brief presentation to the committee on the two study updates: EC diesel study plus CNG transit buses and CARB diesel and CNG transit bus study. The analyses of regulated pollutants have been completed. The analyses for toxics are expected to be completed by October. The EC Diesel Study Working Group is planning to present their results at the March, 2002 Society of Automotive Engineers World Congress, and publish the results in the proceedings of this meeting. The plan is to include the CNG transit bus emissions along with the emissions of the other diesel fueled fleets in that study. CARB is on a similar schedule and staff expects the toxics analyses to be completed in September. Staff expects the bioassays on the CNG and diesel transit bus emissions will be completed in October.
