PROPOSAL:
Continue Contracts with Strategy Workshop and TLC MediaWorks for Media
Relations and Public Relations Services
SYNOPSIS:
On February 16, 2001 the Board authorized the execution of a one-year
contract for media outreach with Strategy Workshops for an amount not to
exceed $120,000 and TLC MediaWorks for an amount not to exceed $55,000.
Staff recommends renewing the Strategy Workshop contract for one year for
an amount not to exceed $120,000, and the TLC MediaWorks contract for one
year for an amount not to exceed $75,000.

RECOMMENDED ACTION:
Authorize the Chairman to extend the original contracts by a one-year
amendment with Strategy Workshops for media relations/public relations
services for an amount not to exceed $120,000 and with TLC MediaWorks for
an amount not to exceed $75,000.

Background
AQMD’s Media Communications Office handles all media contacts with AQMD,
advertising, publications, graphics, presentations, web site content and
management, and other duties. In light of the continued increase in
rulemaking and mobile source program activity, as well as various other
initiatives, AQMD continues to need outside assistance in handling
innovative news conferences and media campaigns.
On February 16, 2001, in response to bids received under RFP #P2001-27,
the Board authorized the execution of a one-year contract for media outreach
with Strategy Workshop for an amount not to exceed $120,000 and TLC
MediaWorks for an amount not to exceed $55,000.
Proposal
Staff recommends continuing the Strategy Workshop contract for one year
for an amount not to exceed $120,000, bringing the total contract funding to
$240,000. Public Affairs is preparing to launch social marketing strategies
for a wide array of AQMD programs and activities. Strategy Workshop’s track
record, familiarity with AQMD programs, and creative recommendations will
further enhance AQMD’s Media Communication, helping to ensure an informed
public. Strategy Workshop has been actively involved in helping develop this
program and can carry this knowledge over into developing new media
campaigns. In addition, their knowledge and contacts will be highly helpful
for media activities associated with the Board’s recently approved
Initiatives on Strategic Alliances.
Staff recommends continuing the TLC MediaWorks contract for one year for
an amount not to exceed $75,000, bringing the total contract funding to
$130,000. TLC MediaWorks will be involved in the increased media outreach
resulting from the two-year outreach programs being launched by Public
Affairs, and has been in on the ground floor of program development. TLC
MediaWorks helped develop and is currently in the middle of promoting the
Clean Air Choice program, and is working on several projects related to AQMD
Board Member media access, as well as the District’s 25th
Anniversary. Extension of an existing contract on a sole-source basis is
authorized under the District’s Procurement Policy, Section VIII(B)(2)(d)(2).
Staff is extremely pleased with the work being done by these two
contractors, and feels the District would benefit by maintaining the
momentum gained by their work efforts in developing innovative programs for
Public Affairs. A summary of select activities during FY 2001-02 for each
contractor is attached.
Resource Impacts
Funding for this contract is included in the FY 2001-02 Public Affairs &
Transportation Program Budget.
