FY 2001-02 Contract Activity
SYNOPSIS:
The attached report lists the number of contracts let during the first
six months of FY 2001-02, their respective dollar amounts, award type, and
the authorized contract signatory for the AQMD.

Background
Since FY 1995-96, staff has provided a semi-annual report to the
Governing Board on contract activity. This report identifies four categories
of contract awards: 1) New Awards – new contracts for professional services
and research projects; 2) Other – air monitoring station leases, Board
Assistant agreements, revenue contracts from other agencies, or
miscellaneous lease agreements that generate revenue, e.g., lease of AQMD
space; 3) Sponsorships – contracts funding public events and technical
conferences which provide air quality benefits; 4) Amendments –
modifications to existing contracts usually reflecting changes in the
project scope and/or schedule. The report further specifies under New Awards
which contracts were awarded competitively and which were awarded on a
sole-source basis. Within each of the four categories the level of approval
(Board or Executive Officer) is indicated.
Beginning with this report , we have added footnotes designating
contracts funded by special revenue funds. In the past, most contracts were
funded out of the General Fund with the exception of projects funded by the
Clean Fuels Fund or the MSRC AB 2766 Discretionary Fund. AQMD has seen a
substantial increase in contract activity due to the creation of new
emission reduction programs involving the use of special revenue funds such
as the State Emissions Mitigation Fund, the AES and DWP Settlement Funds,
the Lower Emission School Bus Replacement and Retrofit Fund, and Rule 1309.1
Priority Reserve Fund. As a result, special revenue funds contracts now
account for $58,348,590 out of the total amount of $62,185,172 for all
contracts and amendments executed during this period.
Summary
Of the 285 contracts and amendments issued during this period, New Awards
accounted for 170, Other accounted for 15, Sponsorships accounted for 15,
and Amendments accounted for 85. The total value for new awards was
$59,512,316. Of this amount $55,858,709 or 93.9% was awarded through the
competitive process. The Board approved 190 contracts and amendments
totaling $61,490,231 and the Executive Officer approved 95 contracts and
amendments totaling $694,941. Of this latter amount $369,000 was for Board
Member Assistant contracts as approved by the Board’s Administrative
Committee.
