Mobile Source Air Pollution Reduction Review Committee
SYNOPSIS:
Below is a summary of key issues addressed at the MSRC’s March 28, 2002
meeting. The next committee report will summarize the MSRC's Thursday,
April 25, 2002 meeting.

Adopts OPPOSE Position on Senate Bill 1827 (Torlakson)"AB 2766 Air
District Fee Revenue and Small Public Transit Systems"
Senate Bill 1827 would redirect a portion of AB 2766 fee revenues to a
small Los Angeles County public transit system to implement a free bus pass
program during periods of unhealthful air quality. The bill does not specify
which of the three portions of AB 2766 monies the funding would come from.
The MSRC unanimously adopted a motion to oppose the bill and sent a letter
to Senator Torlakson explaining their reasons for doing so. Subsequent to
the MSRC's position, the author indicated a willingness to consider amending
the bill to use a different funding source. However, the bill was finally
amended to only limit the revenues to the respective transit systems to
$100,000 per air district. The source of funding remains AB 2766.
Approval of Awards under the Local Government Match Program as Part of
the FY 2001-02 AB 2766 Discretionary Fund Work Program
On July 20, 2001, the Board approved the conceptual FY 2001-02 Work
Program targeting $13,765,000 for five Clean Fuels Vehicle programs, one
Light-Duty Vehicle program, and five TCM programs. The Work Program included
10 solicitations totaling $12,265,000, one contract with the California
Energy Commission (CEC) for $1.5 million for participation in its CNG/Gasoline
Hybrid Incentives Program, a $1 million Diesel Particulate Trap Retrofit
Program Announcement & Application, and a $2 million Local Government Match
Program Announcement & Application. The Match Program provided 50-75% match
funding for alternative fuel infrastructure and 100% match funding towards
the purchase of medium- and heavy-duty alternative fuel vehicles.
The Local Government Match opened November 1, 2001 and applications were
accepted through February 28, 2002, on a first-come, first-serve basis,
and/or until such time as all available program funds are expended. Fifteen
proposals totaling $2,526,584 were received.
In order to meet the requests of the applicants, the MSRC augmented the
$2 million allocated to the Match Program by utilizing recent turnback
funds. The MSRC unanimously approved funding all fifteen applications
received for a total Match Program package totaling $2,562,584. It was noted
that the demand for vehicles was greater than infrastructure by 5:1 ratio.
At this time the MSRC requests Board approval to fund all applications. The
Board will consider these awards on May 3, 2002, under the consent calendar,
as part of the FY 2001-02 Work Program.
Final Reports Received and Approved
The MSRC unanimously received and approved two final reports, as follows:
- Waste Management of Moreno Valley Contract #00011, which provided
$995,502 toward the purchase of 20 CNG waste haulers; and
- City of Pasadena Contract #00027, which provided $4,519 toward the
purchase of four electric-assist bicycles.
All final reports are filed in the AQMD's Library.
Contract Modification Requests
The MSRC took the following actions on requested contract modifications:
- Approval of a 12-month contractual term extension on City of Redlands
Contract #S0121, which provides $105,000 for the construction of a CNG
fueling station;
- Approval of an 18-month contractual term extension on Waste Management
of Corona Contract #00013, which provides $994,392 for the purchase of 28
waste haulers; and
- Approval to reduce scope of project deleting the purchase of 14 CNG
transit buses since the contractor received Moyer funding for same for the
City of Glendale Contract #01010, which originally provided $558,022 for
the purchase of 14 CNG transit buses and construction of a CNG fueling
station; consequently, the contract will be reduced by $358,022.
Contract Administrator Report
The MSRC's AB 2766 Contract Administrator provided a written status
report on all open contracts from FY 1995-96 through the present. This
Contract Administrator Report is attached for your information.
