Recognize Funds from ARB for Retrofitting Additional Particulate Trap
Filters on Diesel School Buses and Execute Contract for New Lower-Emitting
Diesel School Bus
SYNOPSIS:
CARB has re-allocated up to $1.5 million to retrofit additional school
buses in the Basin with particulate trap filters. These funds are
redirected by CARB from other air districts that were unable to retrofit
school buses with particulate traps. The amount will supplement the
existing $1.77 million allocated for retrofitting diesel trap filters on
school buses for FY 2001-02. Staff recommends the Board recognize up to
$1.5 million from CARB. Staff further recommends the Board award Redlands
Unified School District with a new lower-emission diesel bus in place of
Cucamonga School District in an amount not to exceed $86,020, since
Cucamonga School District was unable to furnish a valid CHP certificate
for their old bus.

RECOMMENDED ACTION:
- Recognize up to $1.5 million from CARB to the Lower-Emission School
Bus Program Fund, to be used for retrofitting diesel school buses with
particulate traps.
- Authorize the Chairman to approve grant to Redlands Unified School
District to purchase a new lower-emitting diesel school bus in an amount
equal to $86,020 in replacement for the grant awarded to Cucamonga School
District on March 1, 2002.

Background
ARB has allocated up to $1.5 million to AQMD to facilitate retrofitting
particulate trap filters on additional diesel school buses. These funds were
redirected from other Air Districts that could not utilize the funds for
this purpose. These funds would supplement the existing $1.77 million
allocated by the Board to retrofit school buses with particulate traps for
fiscal year 2001-02. The following table shows fiscal year and total funding
available to retrofit school buses with particulate traps.

The combined funds from both fiscal years, $8.907 million, are
anticipated to be awarded in June 2002 of this year.
On March 01, 2002, the Board awarded 16 public school districts in the
Basin an amount of $6.841 million to purchase 39 new CNG and 20 new
lower-emitting diesel school buses. In response to the program announcement,
Redlands School District requested 7 new diesel school buses while Cucamonga
requested 1 new diesel school bus. Using the program guidelines approved by
the Board at its December 21st meeting, Redlands and Cucamonga
were awarded one bus each. Cucamonga School District was unable to provide a
recent CHP certificate certifying that the old bus it was proposing to
replace was operational. This is a key requirement for the school bus
program, which requires confirmation at the time of the grant execution that
the emissions being reduced from school buses are real. Since Cucamonga
School District could not comply with the program requirements, award is
made to the next school district on the eligible list, which is Redlands
School District. Staff, therefore, recommends awarding one new low-emitting
diesel school bus to Redlands School District.
Proposal
Staff is requesting the Board to recognize revenue up to $1.5 million
from CARB to supplement the Lower Emission School Bus program. These funds
would be in addition to the existing $1.77 million allocated in FY2001-02
for retrofitting school buses with particulate traps and subject to the
Board’s RFP process.
Staff is also recommending deleting the previous award of a new diesel
school bus to Cucamonga School District, and redirecting that award to the
next eligible school district, i.e. the Redlands School District. The latter
would now receive two new diesel school buses, relative to their original
request for seven. The Cucamonga School District can reapply in the future
upon securing the necessary documentation.
Resource Impacts
Funds received from CARB in the amount up to $1.5 million will be placed
in the Lower-Emission School Bus Fund.
No additional funding is being requested for awarding Redlands Unified
School District with a lower-emitting diesel school bus.
