This report summarizes the RFPs and RFQs for budgeted services over $50,000 scheduled to be released for advertisement for the month of April.

Background
At its April 9, 1999 meeting, the Board approved a revised Procurement Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted items over $50,000, which follow the standard evaluation criteria, no longer require individual Board approval. However, a monthly report of all RFPs and RFQs over $50,000 is included as part of the Board agenda package and the Board may, if desired, take individual action on any item. The report provides the title and synopsis of the RFP or RFQ, the budgeted funds available, the release date, the closing date, the type of evaluation method, and the AQMD contact.

In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:

Legislative Caucuses and various minority chambers of commerce and business associations;

Proposal Evaluation
Proposals received will be evaluated by applicable diverse panels of technically qualified individuals familiar with the subject matter of the project or equipment and may include outside public sector or academic community expertise.

The AQMD currently uses a scientific computer to perform complex air quality modeling. The existing computer is based on five-year old technology and has reached its maximum utilization. This action is to issue an RFQ to obtain a scientific computer to provide enhanced modeling performance and timelier model execution. Funds ($100,000) for this capital outlay are included in the FY 2002-03 Budget under the U.S. EPA Section 105 Grant for the PAMS Program.
