SYNOPSIS:
Below is a summary of key issues addressed at the MSRC’s October 28, 2004 meeting. The MSRC’s next meeting is Thursday, November 18, 2004, at 1:30 p.m. in Room CC8.

Minutes Minutes from the July 22 and September 23, 2004 meetings were unanimously approved. Both are attached for your information (Attachment 1). Meeting Dates Adjusted for Holidays The MSRC’s meeting schedule for the months of November and December have been adjusted for the holidays. Instead of meeting on the fourth Thursday, the MSRC will meet on the third Thursday, specifically on November 18 and December 16, 2004. The MSRC’s Technical Advisory Committee has also adjusted its schedule to meet on the first Thursday instead of the second Thursday. They will meet on November 4 and December 2, 2004. The meetings will still be at 1:30 p.m. in Room CC8. FY 2004-05 Work Program Next month at its November 18, 2004 meeting, the MSRC will consider funding multiple proposals across several categories as part of its FY 2004-05 AB 2766 Discretionary Fund Work Program. These awards will be presented to the AQMD Board for approval at its December 3, 2004 meeting. Award recommendations will include proposals from the following solicitations:
- RFP #P2005-09 -- On-Road Heavy-Duty Alternative Fuel Vehicle Program:
4 proposals were received totaling $798,214;
- RFP #P2005-06 -- Off-Road Heavy-Duty Diesel Pollution Reduction Program:
13 proposals were received totaling $10,354,030;
- RFP #P2005-08 -- Alternative Fuel & Advanced Technology Transit Bus Program:
3 proposals were received totaling $1,350,000;
- RFP #P2005-07 -- Upgrade/Expansion of Existing CNG & LNG Stations:
9 proposals were received totaling $722,737; and
- PA #2005-03 -- Local Government Match Program:
26 proposals were received totaling $2,735,885.
MSRC-approved awards for the above solicitations will be presented to the AQMD Board for approval at its December 3, 2004 meeting. Other elements of the FY 2004-05 Work Program will be considered separately over the next few months. Contract Modification Requests The MSRC considered four modification requests and took unanimous action, as follows:
- For City of Rancho Mirage Contract #ML03010, which provides $50,000 towards the purchase of 3 CNG pickups and a CNG dump truck, approval of a nine-month contractual term extension;
- For City of Costa Mesa Contract #ML03020, which provides $68,500 towards the purchase of three CNG pickups and installation of two CNG stations, approval of a four-month contractual term extension, change of station location from City Hall to Corporate Yard, and modifying station specifications to allow four time-fill posts rather than five time-fill posts;
- For City of Tustin’s pending contract, which will provide $40,000 towards the purchase of two LPG street sweepers, denial to remove the requirement for engines to be certified at the optional NOx standard. The MSRC, however, allowed Tustin additional time to pursue alternative technology that would comply with the solicitation’s requirements; and
- For City of Los Angeles Contract #AB02011, which provides $1,105,000 towards the purchase of 50 LNG refuse trucks, installation of an L/CNG station, and mechanic training, denial of their request to switch engines in 4 of the 50 trucks, which would require removing the requirement for engines to be certified at the optional NOx standard as required by the solicitation under which they received funding, but approval to reduce the scope by four refuse trucks and extend the contract an additional six months to allow completion of mechanic training. In light of the denial to switch engines in four trucks, the MSRC approved the City’s subsequent request to remove these four trucks from the contract, reducing the number of vehicles funded to 42.
Enhanced MSRC Identity Since its inception the MSRC has struggled with increasing awareness of its funding programs as well as creating an identity that captured the essence of what they do. The MSRC’s Outreach Coordinator, The Better World Group, was tasked to work on enhancing the MSRC’s outreach and identity. At its October 28, 2004 meeting, the MSRC’s Outreach Coordinator presented preliminary recommendations on a new graphic to enhance recognition of the MSRC’s programs, with the intent that it would capture the concept that the MSRC’s focus is on clean transportation. New letterhead and graphics for the MSRC’s website and materials were adopted. This will be an ongoing effort by the MSRC’s Outreach Coordinator and the MSRC’s Technical Advisory Committee. Contract Administrator Report The MSRC's AB 2766 Contract Administrator provided a written status report on all open contracts from FY 1999-00 through the present. This Contract Administrator Report is attached for your information (Attachment 2). Attachments
