Issue RFP to Conduct Marine Vessel and Aircraft Emissions Inventory Studies
SYNOPSIS:
Emissions from marine vessels and aircraft are expected to grow considerably in the future because of the anticipated economic growth in the region. Development of accurate emission projections for these categories is critical in assessing potential future controls and their impact on the Basin's attainment with the federal ambient air quality standards. This action is to issue an RFP to solicit proposals to develop updated emissions inventories (base and future years) for marine vessels and aircrafts at a cost not to exceed $150,000 ($100,000 for marine vessels and $50,000 for aircrafts) from the Clean Fuels Fund. The results from these studies will be used in the development of the 2007 AQMP Revision.

Background In 1999, the AQMD sponsored studies to update the marine vessels and aircraft emissions inventories for inclusion in the development of the 2003 AQMP. The Marine Vessels Emissions Inventory provided the emissions inventories for various categories of marine vessels (ocean-going vessels and harbor craft) for the 1997 base year and forecast years (2000, 2010, and 2020). The emissions inventories presented a significant improvement compared to the inventories developed previously for marine vessels. The 1999 South Coast Aircraft Emissions Inventory was also a significant improvement over previous inventories since it relied heavily on actual activity data for each airport (aircraft type, engine type, time-in-mode, and number of landings and takeoffs). The aircraft inventory characterized aircraft operations for each commercial, civil, and military airport for the base year 1997. Projection of aircraft emissions were later developed based on SCAG forecasts of aircraft operations. An updated emissions inventory of marine vessels and aircraft in the Basin is necessary for the purpose of planning and development of the 2007 AQMP Revision. Further improvements to the existing emissions inventories and future growth projections are critical to accurately assess the air quality impacts from the ports and regional aircraft operations as well as planning future controls necessary to demonstrate attainment of the 8-hour ozone and PM2.5 national ambient air quality standards. Proposal This action is to issue RFP #P 2005-20 to solicit proposals from qualified contractors to develop marine vessels and aircrafts updated emissions inventories for baseline and future years at a cost not to exceed $150,000. The amounts allocated to develop the marine vessels and aircraft emissions inventories shall not exceed $100,000 and $50,000, respectively. It is anticipated that two separate contracts will be awarded for the projects. Contractor Selection Criteria Based on the requirements of the RFP, contractor(s) will be selected based on cost of conducting the studies, technical and management approach, qualifications, previous experience in similar projects, and schedule of deliverables. Outreach In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the Program Announcement & Application and inviting applications will be published in the following publications:

Resource Impacts This RFP proposes to fund the marine vessel and aircraft emissions inventory studies in an amount not to exceed $150,000 from the Clean Fuels Fund. Sufficient funds are available from the Clean Fuels Program Fund, established as a special revenue fund resulting from the state-mandated Clean Fuels Program. The Clean Fuels Program, under Health and Safety Code Sections 40448.5 and 40512 and Vehicle Code Section 9250.11, establishes mechanisms to collect revenues from mobile sources to support projects to increase the utilization of clean fuels, including the development of the necessary advanced enabling technologies. Funds collected from motor vehicles are restricted, by statute, to be used for projects and program activities related to mobile sources that support the objectives of the Clean Fuels Program.
