Establish List of Prequalified Providers of Temporary Employment Services
SYNOPSIS:
On February 4, 2005, the Board approved release of an RFQ for temporary employment services. This action is to establish a list of prequalified agencies that will be used as needed for the next three years to purchase these services.

Approve the agencies listed in Attachment A as prequalified to provide temporary employment services as needed from July 1, 2005, through June 30, 2008.

Background On February 4, 2005, the Board approved release of RFQ #Q2005-04 to establish a list of prequalified temporary employment services agencies from whom services can be purchased as needed over the next three-year period. The RFQ covered four major categories of temporary staffing: office/clerical, field/technical, laboratory support, and computer-related services. When temporary staffing is needed, competitive bids will be solicited from all prequalified providers listed for the respective job category. Final selection will be based on the cost to AQMD, the fit between job skills of temporary personnel available and AQMD's staffing needs, the level of pay provided the temporary employee, and the ability of the temporary employment services agency to provide any related services that might be needed. If particular temporary staffing needs arise that cannot be met by any of the prequalified agencies, other agencies may be selected to provide temporary staffing services. | Additionally, potential bidders may have been notified utilizing the Los Angeles County MTA Directory of Certified Firms, the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMDs own electronic listing of certified minority vendors; and a list of interested providers maintained by Human Resources. Notice of the RFQ was mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations, and placed on the Internet at AQMDs Web site (http://www.aqmd.gov). Information was also available on AQMDs bidders 24-hour telephone message line (909) 396-2724. Bid Evaluation A total of 75 copies of the RFQ were mailed out, and 31 proposals were received by the close of bidding at 1:00 p.m., March 18, 2005. Of the 31 proposals received, 23 met the basic qualifying criteria set forth in the RFQ and were evaluated by a panel of four AQMD staff representing user divisions and administrative functions. The evaluation panel consisted of an Affirmative Action Officer, a Human Resources Manager, a Laboratory Manager, and a Technology Implementation Manager. Of these, two are African-American, and two are Caucasian; three are female and one is male. Major evaluation factors included the agencys responsiveness to the RFQ, completeness of the proposal, agency qualifications, demonstrated experience as a temporary employment services provider, and competitiveness in the cost proposal. In accordance with AQMD policy, additional points were awarded to agencies qualifying as a small business or disabled veteran business, as well as agencies subcontracting with small businesses or disabled veteran businesses. Of the 23 proposals evaluated, 19 received the required minimum score of 70% or higher and are recommended as qualified to provide temporary employment services in one or more of the categories sought, as listed in Attachment A. Fourteen qualified as small business enterprises (SBE) and one qualified as subcontracting with a disabled veteran business enterprise (DVBE). Proposal Staff recommends approval of the agencies listed in Attachment A as prequalified to provide AQMD temporary employment services, as needed, through June 30, 2008. Resource Impacts There are no direct resource impacts relating to the prequalification of temporary employment services providers. The amount allocated for temporary employment services for each organizational unit is approved by the Board as part of AQMDs budget process.
