Amend Rule 1151 - Motor Vehicle And Mobile Equipment
Non-Assembly Line Coating Operations

The proposed amendments to Rule 1151 implement, in part, Control Measure
CTS-10 – Miscellaneous Industrial Coatings and Solvent Operations which is
part of the 2003 Air Quality Management Plan. The proposed amendments
modify Rule 1151 coating categories and VOC limits in accordance with the
California Air Resources Board Draft 2005 Automotive Refining Suggested

Amend Regulation IX - Standards of Performance for New
Stationary Sources, and Regulation X - National Emission Standards for
Hazardous Air Pollutants

EPA authorized local air districts to implement federal standards set in
40 Code of Federal Regulations (CFR) Part 60, Standards of Performance for
New Stationary Sources, (NSPS), and Part 61, National Emission Standards
for Hazardous Air Pollutants, (NESHAP). Periodic amendments to Regulations
IX and X incorporate new or amended standards by reference. One action for
each, NSPS and NESHAP, is proposed for incorporation into Regulations IX
and X, respectively. The NSPS change includes addition of alternative test
methods and monitoring procedures. The NESHAP change is a typographical
correction. Affected industries include those using stationary gas
turbines and those generating asbestos waste. (Review: Stationary Source

3. Execute Contract to Provide Technical Support for AQMD PAMS Upper Air
Meteorological Monitoring Network

On June 3, 2005, the Board approved release of an RFP to provide technical
support for the AQMD PAMS Upper Air Monitoring Network. The contracted effort
will provide field support of the upper air meteorological stations and data
management. This action is to execute a contract with Sonoma Technology, Inc. in
the amount of $60,000 with options to renew in each of the next three fiscal
years, based upon availability of funds and satisfactory performance. (Review:

4. Execute Contract to Cosponsor Development and Demonstration of On-Board
Diagnostic Systems for Natural Gas Vehicles

On-Board Diagnostic systems (OBDII) are required on light- and medium-duty
vehicles to help identify and diagnose emission problems with the increasingly
complex engines and emission controls of newer vehicles. Baytech Corporation is
a small-volume manufacturer who has developed and certified CNG systems for
General Motors vehicles for many years. This action is to enter into a contract
with Baytech Corporation to develop engine calibrations and perform emission
testing to demonstrate OBDII compliance with their newest CNG system for General
Motors full-size vans and cut-away vans. This demonstration will be used to
certify the CNG vans for Model Year 2006. The total cost of this project is
estimated to be $774,896 with AQMD funding not to exceed $319,615. (Review:

5. Amend Contract to Cosponsor Demonstration of Plug-In Hybrid Electric
Vehicle Conversion

In May 2005, the Board approved cofunding to convert a 2005 Toyota Prius to a
plug-in hybrid and demonstrate improved mileage including zero emissions range.
In order to gain the necessary testing, mileage accumulation, and feedback from
users prior to offering the technology as a commercial product, additional
partners and vehicles are needed. This action is to amend the May 2005 award to
include converting two additional hybrids with an option to convert another two
hybrids with the next generation of refinements. Each hybrid converted in this
amendment will cost $32,500 with AQMD also providing the hybrid vehicle for
conversion. Total project costs will increase to $985,000 (including the
original award amount of $159,000), of which the additional AQMD requested
support for the base cost of the four hybrid vehicles and the four conversions
will not exceed $246,000 from the Clean Fuels Fund. (Review: Technology

6. Execute Contracts to Acquire Marine Vessel Activity Data

In order to enhance compliance activities on marine vessels funded under AQMD
and State programs, staff proposes to acquire data collected by ARINC Inc. for
the Marine Exchange of Southern California relative to vessel activity which
includes location, movement, and berthing. Staff also proposes to execute a
contract with Marine Exchange of Southern California to provide data
accessibility service on an on-going basis. This action is to execute contracts
with ARINC Inc. in an amount not to exceed $60,000 and with Maine Exchange in an
amount not to exceed $5,400 on a sole-source basis from the Carl Moyer Program

7. Amend Rule 2202 AQIP Award for Leaf Blower Exchange Program

At its September 9, 2005 meeting, the Board awarded a contract to Pacific
Stihl for the exchange of 600 leaf blowers that meet CARB's blue sky standard.
Staff believes there is an opportunity to exchange a greater number of units at
the upcoming event. This action is to provide an additional $135,000 for an
additional 900 units as part of the original award for a total of 1,500 units
from the Rule 2202 AQIP funds. Sufficient funds are available from the first
semi-annual period of CY 2005 Rule 2202 AQIP. Emission reductions associated
with the Leaf Blower Exchange Program will be credited to the Rule 2202 AQIP.

8. Issue RFP to Solicit Bids from Qualified Vendors to Purchase Global
Positioning Systems

In order to increase enforcement activities on mobile source projects that
are funded under AQMD and State programs, staff proposes to install global
positioning system (GPS) units on on-road and off-road equipment. The GPS units
will record data and also transmit data to the AQMD as needed. This action is to
approve issuance of an RFP to solicit bids from qualified vendors so that the
AQMD can acquire GPS units at a competitive price. (Review: Technology

9. Issue RFP to Facilitate Development and Expansion of LNG Refueling
Infrastructure

Recently, several plant/facility breakdowns have interrupted production and
delivery of LNG for the Southern California area. This has created significant
concerns for public and private fleets that rely on continuous deliveries of
fuel for their day to day operations. On October 7, 2005, the Board approved the
allocation of $500,000 to facilitate the development and expansion of the LNG
refueling infrastructure to assure that adequate LNG supply is available during
periods of supply disruption. This action is to release an RFP for the
development and expansion of the LNG refueling infrastructure. (Review:

10. Approve Grants to Retrofit School Buses with Diesel Oxidation
Catalysts

At its July 8, 2005 meeting, the Board authorized the issuance of a Program
Announcement to retrofit model years 1991-93 school buses with diesel oxidation
catalysts. A total funding of $127,500 is available from the U.S. EPA for this
program. Five public school districts applied for 37 diesel school buses to be
retrofitted. This action is to recommend awards for the retrofit of the 37
diesel school buses with oxidation catalysts, in an amount not to exceed $92,500
and to keep the Program Announcement open until the remaining balance of $35,000
is exhausted on a first-come, first-served basis. (Review: Technology Committee,

11. Recognize, Appropriate, and Reallocate Funds for U.S. EPA Enhanced
Particulate Monitoring Program and U.S. Department of Defense Study to
Demonstrate Feasibility of Measuring Low-Level Pollutant Concentration

As part of a special national particulate monitoring program, the U.S. EPA
requested assistance from the AQMD to collect samples at various air monitoring
stations in the South Coast Air Basin during Calendar Year 2005. This special
particulate monitoring program is fully funded through the U.S. EPA, with a
total allocation of $604,910. Although these funds are to cover the one year
period starting December 31, 2004, the grant was received only recently. This
action is to recognize $604,910 from U.S. EPA for the monitoring program and
appropriate $304,071 to the FY 2005-06 Budget to cover expenditures through the
end of 2005. Additionally, in 2003, the U.S. Department of Defense granted an
award for the adaptation of urban air monitoring instruments to measure
low-level pollutant concentrations. The contract was extended with an additional
$876,000 in funding to expand the scope of the original work. Under the provided
funding, the AQMD will evaluate various, and purchase the best suited,
measurement instruments to detect low-level concentrations. This action is to
carry over first year funds in the amount of $440,332 into the FY 2005-06 Budget
and recognize additional revenue of $876,000 to conduct the study. (Review:

12. Add and Delete Positions in FY 2005-06 Budget

Due to the significant increase in long-term funding for State incentive
programs, staffing levels need to be augmented to administer these programs.
This action is to add two Contracts Assistant positions in Science and
Technology Advancement to handle the additional contract-processing workload.
The cost associated with adding the two positions would be covered under Carl
Moyer and Clean Fuels Programs. Additionally, to enhance staffing flexibility in
Planning, Rule Development and Area Sources and in Public Affairs, staff
recommends, in the former, deleting a vacant Meteorologist position and adding
an Air Quality Specialist position and in the latter, deleting a vacant Public
Affairs Specialist position and adding a Senior Public Information Specialist
position. The fiscal year salary and benefit cost of these actions is

13. Authorize Purchase of Ingres Relational Database

The Ingres Relational Database Management System is used for
the implementation of the Central Information Repository Database (DBCIR). This
Database is used by most enterprise-level software applications at the AQMD and
currently supports a suite of client/server and web-based applications known
collectively as the Clean Air Support System (CLASS). The CLASS applications are
used to support all of the AQMD core activities. Maintenance support for this
software expires November 29, 2005. This action is to obtain approval for the
purchase of CA-Ingres Database software maintenance support for another year.
Funds ($150,000) for this expense are included in the FY 2005-06 Budget.

14. Extend Contract for Legislative Representation in Washington, D.C.

The current contract for Legislative Representation in Washington, D.C.
expires on December 31, 2005 for Copeland, Jacquez, Lowery & Denton. The current
contract has an option to renew one additional year. This action calls for the
extension of the existing contract for legislative consulting services in
Washington, D.C. for Calendar Year 2006. Total expenditure for the recommended
one-year contract extension shall not exceed $135,716, which represents the
current contract amount plus CPI. (Review: Legislative and Administrative

15. Extend Contracts for Legislative Representation
in Sacramento, California

The current contracts for Legislative Representation in Sacramento expire on
December 31, 2005 for California Strategies and Advocacy, LLC, and for Allan
Lind & Associates. Continued communication between AQMD and Sacramento-based
legislative and administration decision-makers is necessary to further AQMD
policy positions at the state level. The current contracts have an option to
renew one additional year. This action calls for the extension of the existing
two contracts for legislative consulting services in Sacramento, California for
Calendar Year 2006. Total expenditure for the recommended one-year contract
extensions shall not exceed $186,480 for California Strategies and Advocacy,
LLC, and $102,108 for Allan Lind & Associates, which represents the current two

16. Approve Multiple Contract Awards as Part of MSRC's FY 2005-06 AB 2766
Discretionary Fund Work Program; Grant MSRC Authority to Adjust Project Costs Up
to Five Percent; and Authorize Board Chairman to Execute Agreements

The MSRC developed a two-phase Conceptual FY 2005-06 Work Program, which was
approved by the AQMD Board on September 9, 2005. The first phase includes
$12.875 million in solicitations and projects, including $1.25 million allocated
for the Diesel Exhaust Aftertreatment Retrofit Program. On October 27, 2005, the
MSRC met to consider several applications received to date under this program
solicitation. At this time, the MSRC requests approval of multiple contract
awards under this Program as part of the FY 2005-06 Work Program. The MSRC also
requests authority to adjust contracts up to five percent and authority for the

The proposed rule consists of more stringent risk requirements for new or
relocated facilities siting immediately adjacent to existing and approved

35. Amend Rule 1118 - Control of Emissions from Refinery Flares

The proposed amendments establish requirements to reduce emissions from
refinery flaring events, and allow them to operate for their intended purpose as
a safety device. The monitoring, recordkeeping and reporting provisions of the

36. Adopt Rule 1156 - PM10 Emission Reductions from Cement Manufacturing
Facilities

Proposed Rule 1156 has been developed to reduce particulate emissions from
cement manufacturing facilities as part of the 2003 AQMP Control Measure BCM-08
- Further Emission Reductions from Aggregate and Cement Manufacturing
Operations. The proposed rule would reduce particulate emissions from process
equipment, such as primary crushers, kilns, clinker coolers, raw mills, finish
mills, as well as fugitive emissions from open storage piles, and unpaved and

37. Amend Rule 1107 - Coating of Metal Parts and Products
